Job Description

The Project Specialist will be responsible for maintaining Con Edison's Gas Operator Qualifications lesson plans and training materials as well as performing instructor and ASTAR evaluations.
In addition, responsibilities will include the oversight of instructor/classroom needs, troubleshooting ITS issues, as well as assisting and advising various teams/committees regarding OQ content.
This role will be responsible for assisting in the development & deployment of new covered tasks, new or modified exams (written or practical), practical exam (PE) site set ups, initial classroom training materials, etc.
This role will also act as a back up Team Advisor and must be able to update and maintain eTrain and Learning Management Systems (LMS) records, as well as produce and utilize reports from TLC portal.
In addition, this role will assist in the annual development of the training and instructor schedule and adjust as needed.This position works closely with Gas Operations, Gas Regulatory Programs, Gas Training & Employee Development, and other Gas Compliance & Quality Assessment groups for any OQ related topics.


Responsibilities Core Responsibilities Participating member of ConEd Committees: OQ, Training Effectiveness, Operating Error, Gas Construction Managers, GDS Managers, Pipe Joining Committee, and other various OQ/Training related working groups. Oversight of ASTAR Evaluators, including onboarding and qualifying process. Maintenance of Lesson Plans and Training materials to align with recent OQ changes. Maintenance and advancement of TLC Gas training labs. Partner with various groups in the development of new Practical Exam site set-ups, as needed. Ensure alignment of training and testing via active participation in Training Effectiveness Committees (TEC's) and conduct purposeful field visits to verify adherence. Oversee instructor and classroom needs. Troubleshoot ITS issues, including affidavits, role assignments, etc.
for instructors and ASTAR evaluators. Ensure all instructors remain current with all applicable qualifications for their roles. Conduct audits of instructor training performance, record keeping and OQ evaluations. Conduct audits of ASTAR OQ evaluators. Maintenance and ordering of capital tools and material. Update and maintain eTrain and LMS records. Produce and utilize reports from TLC portal. Participate in self-development activities, training certifications (train the trainer) and benchmarking with other corporations, vendors, manufacturers, and utilities along with participation in industry conferences to stay abreast of training best practices, emerging technologies, and new educational techniques to identify and implement training enhancements. Mentor both new and existing instructors and assist in their development process. Excellent interpersonal skills with the ability to communicate effectively with employees across all departments and varying levels of authority. Perform other related tasks and assignments as required.
Qualifications Required Education/Experience Bachelor's Degree and 5 years of related work experience.
or Associate's Degree and 7 years of related work experience.
or High School Diploma/GED and 10 years of related work experience.
Preferred Education/Experience Bachelor's Degree and 5 years of related work experience.
Relevant Work Experience Strong computer skills, including the Microsoft office suite (Outlook, Word, Excel, PowerPoint and Access) and database management systems required.
Required Must be well organized, detail oriented, flexible to handle multiple assignments and able to meet deadlines.
Required Must possess informal leadership and interpersonal skills and have the ability to build rapport with internal and external stakeholders.
Required Demonstrate excellent communication skills.
Required Demonstrate an ability to confidently interact with all levels of employees and present to large groups.
Required Familiarity with regulatory codes and standards.
Required Knowledge of Company procedures and policies.
Required Experience with various electronic systems used in Gas Operations such as ITS, Oracle, and e-train.
Required 2 years OQ Program Management or Training Management experience (simply being qualified does not count toward this requirement).
Required Knowledge of and experience with operator qualification requirements.
Required Operator Qualified in GDS (if not currently OQed, prior OQ in subject is required, as well as the ability to requalify).
Required Operator Qualified in Gas Construction (if not currently OQed, prior OQ in subject is required, as well as the ability to requalify).
Required 3-5 years Gas experience (Gas Operations, GCQA, Gas Engineering, Gas CM, and/or Gas TLC all would apply).
Required Formal supervision, management, and/or project management skills.
Preferred Skills And Abilities Strong verbal communication and listening skills Project Demonstrated project management skills Licenses And Certfications Driver's License Required Additional Physical Demands Must be able to respond to Company emergencies by performing a System Emergency Assignment to restore service to our customers. Must be able and willing to travel as needed. Must be able to provide off hours support as required.
