Job SummaryThe Purchasing Strategy Manager leads the design, implementation, and evaluation of sourcing strategies to meet the City's goals through best procurement practices, including market analysis, specification development, sourcing methods, contract negotiations, contract management, and supplier relationship management.
Duties & ResponsibilitiesSupports City departments by providing options for the sourcing of their procurement needs and by managing initiatives focused on system efficiency within the Purchasing Department.Creates and updates standardized operating procedures and other forms of standard work for departments relating to the procurement process.Facilitates trainings and workshops for all city departments as new policies and initiatives are implemented.Leverage RFx tools to facilitate strategic sourcing and manage the RFP timeline. Lead initial market research and vendor profiles to aid supplier selection. Create, issue and manage RFPs in a digital RFP management system. Manage proposal evaluation and final vendor selection.Gather data, conduct market research, benchmark and identify potential vendors, and recommend the optimal procurement approach (RFI, RFP, sole source, etc.). Create and issue the procurement documents; facilitate the procurement approach.Analyze vendor responses, create vendor scorecards, and facilitate discussions with business decision makers. Conduct vendor negotiations, participate in contracting process including influencing service levels, performance guarantees, pricing and other protections through contract execution.Analyze bidder and procurement data collected by the Purchasing Department to make recommendations on strategic process improvements.Research best practices in municipal procurement and makes recommendations for implementation in the City of Providence.Performs other related duties as assigned.Assists with the implementation of an eProcurement system for the city.Minimum QualificationsBachelor's Degree from an accredited college or university and a minimum of three years of experience in a position requiring project management, data analysis, vendor/talent recruitment, and strategic planning; Or any combination of experience and education that is substantially equivalent to the requirements above.Knowledge of data collection and analysis principles.Ability to present data in a clear, compelling manner.Demonstrates sensitivity, tact, and sound professionalism judgement.Ability to work collaboratively with stakeholders and subject matter experts to create and inform project plans while working independently to meet operational objectives.Ability to create and organize tracking systems and perform complex data analysis based on captured information.Ability to present on findings, policies, or recommendations to stakeholders and city staff.Ability to create, maintain, and improve standard operating procedures and standard work.Proficiency in spreadsheet design and data analysis including but not limited to Pivot tables, graphing, formula creation, and template design.Experience working with third parties, including vendors, contractors, organizations or businesses to obtain a service or achieve a project goal.Experience in/with public procurement process.Desired Qualifications Proficiency in a language in addition to English is highly desired.Experience or training in process improvement methodology is desirable.
