The Quality Manager (QM) reports to the Project Manager.
The QM oversees all aspects of contractor-provided quality assurance programs and services.
This position serves as the facility's subject matter expert on all quality assurance, compliance, and accreditation issues.
The QM develops, maintains, and revises all assessment instruments to ensure that the facility is maintaining its compliance to organizational, contracting client, and/or other regulations, and guidelines.
QM develops reports for management regarding the effectiveness of the facility's compliance and accreditation areas.
Recommends process improvements as necessary.
QM is primarily accountable for ensuring that all rules, regulations, and guidelines are communicated to all impacted areas throughout the facility.
This position also serves as the facility's liaison regarding the interpretation of all compliance and accreditation policies and guidelines.
Finally, this position acts on behalf of the organization when compliance and accreditation audits occur.
The Quality Manager will report to the Project Manager.

Responsibilities The duties of the Quality Manager shall include but are not limited to the following:

Executing the SPC Quality Control Plan (QCP) in an effective and consistent manner.

Ensuring continual Contractor self-assessment, correction, and improvement of performance.

Maintaining accurate and effective documentation, recordkeeping, and analysis.

Developing and/or maintaining a system of data management for corrective action recording and reporting.

Ensuring ACA and ICE Performance Based National Detention Standards (PBNDS) are communicated to the work force, and that these standards are met in every aspect of Contractor services.

Manage and oversee contract compliance program that is in full compliance with ACA

Reviews and assesses all functional areas within the facility to ensure compliance with organization, contracting client, or outside party.
Documents reviews through formalized reports with assessment of the areas and recommendations for improvement.

Meets with department managers to determine whether the area is in compliance with the organization, contracting client, expert in the area of interpreting the compliance and accreditation criteria based on organization, contracting client, or outside party requirements.

Ensures that review and revision of the facility's policies and procedures are in compliance with organizational, contracting clients, and/or ACA guidelines.

Performs facility level operational reviews and audits of all functional areas as required by a published schedule, accurately reporting any findings of noncompliance, and recommending appropriate corrective actions.

Serves as the facility's liaison to the organization, contracting client, and/or other outside party to ensure that all inquiries are responded to in a timely manner.
Ensures effective working relationships with a variety of employees, contracting agents, and the general public.

Presents information on compliance and accreditation issues to the facility and/or outside party.
When non-compliant, partners with department managers to develop strategies to gain compliance.

Initiates investigations for root cause analysis when discrepancies are identified.

Initiates Corrective Action Plans (CAP) for discrepancies and has ownership of the CAP until fully implemented.

Serves as the facility's subject matter expert.
Ensures the effective implementation of the organization's Quality Control Program (QCP).

Ensuring Facility Security and Control performance measures are achieved through compliance with QCP objectives.

ACA accredited annual training.

Qualifications The Quality Manager shall hold an accredited bachelor's degree in an appropriate discipline, and have knowledge of program objectives, policies, procedures, and requirements for managing a secure detention/correctional facility.

Minimum of 5+ years of related administrative experience managing a moderate to large quality assurance program.
Management experience within a secure detention/correctional environment is required.

Ability to prepare management, business, technical, and personnel reports, reviews, and documents for internal and external use.

Must be able to make presentations to employees at all levels of the facility.
Must be able to write cohesive and comprehensive documentation.

Working knowledge of program objectives, policies, procedures, and requirements for managing a secure detention/correctional facility.

Knowledge and a working understanding of ICE PBNDS.

Shall meet American Correctional Association (ACA) Standards.

Knowledgeable of ACA standards and requirements.

Appropriate level security clearance issued by the Defense Industrial Security Clearance Office (DISCO) or by another Federal Agency.

Must have a social security card issued and approved by the Social Security Administration, and shall be a United States citizen, or a person lawfully admitted into the United States with permanent residence in the U.S. for the last five (5) years.

Must not be currently employed by any federal agency, including active-duty military, whereas their employment under this contract could present an actual or apparent conflict of interest.

Must be a minimum of twenty-on (21) years of age.

Must be capable of understanding and applying written and verbal orders, rules, and regulations in English.
All personnel shall be literate and interpret printed rules and regulations, detailed written orders, training instructions and materials, and must be able to compose reports in English.

Must have current First Aid and CPR certifications and be capable of using those skills to respond to apparently life-threatening medical conditions while awaiting response from facility health care (USPS/DIHS) personnel.
