Description:
PolyCon Solutions seeks a Real Estate Analyst/Realty Specialist to support our Federal Aviation Administration (FAA) client.
The Contractor will support the Real Estate Site Supervisor to meet real estate and acquisition objectives for the National Airspace System (NAS).
The candidate must make recommendations for improving real estate processes and collaborate closely with the FAA's Real Estate Contracting Officer (RECO) and/or Realty Specialist (RS).
Duties:
Apply requirements, including laws, regulations, the Acquisition Management System (AMS), real estate contracting Standard Operating Procedures (SOPs), and other directives.
Develop clear and appropriate requirements and related realty documentation under the direction of a manager or higher-level realty specialist and contribute to the agency's acquisition strategy, contract development, award, and administration.
Apply knowledge of laws, regulations, procedures, and policies to determine special requirements relating to highly complex or sensitive transactions.
Advise and guide State and local governments on various aspects of realty work, such as property acquisition, use, or disposal.
Participate in ad hoc meetings with teams of customers, specialists, and contractors.
Collaborate with the RECO/RS in preparing Memorandum of Agreements (MOAs) for land owned by the Airport Sponsor.
Aid in the completion of annual or as-needed land surveys for various FAA facilities/properties in whatever capacity necessary (collaborating with vendors, preparing funding requests, preparing documentation and correspondence, providing status updates, etc.).
Provide progress status for various efforts to RECO/RS, update notes in the Real Estate and Asset Management System and follow up on action items required to complete each appraisal.
Required Qualifications: Experience supporting the FAA is strongly preferred.
Proficiency in MS Office capabilities, including Word, Excel, Outlook, and PowerPoint, is required.
Excellent verbal communication skills and ability to interface with customers and collaborate in a cross-disciplined team environment are required.
Excellent written skills, including a thorough understanding of grammar, spelling, and formatting; strong proofreading and editing skills.
Must be a US Citizen or a legal resident for three of the past five years.
Must meet eligibility requirements for a US Public Trust security clearance.
Desired Skills: Experience supporting the FAA is preferred.
Experience navigating a KSN site or database as a user is preferred.
Experience with the FAA's Corporate Work Plan (CWP) and Real Estate Management System (REMS).
Education and Experience: Bachelor of Arts (BA) with a major in any field that included or was supplemented by at least 24 semester hours in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Minimum of five (5) years of relevant experience in the above fields.
