SUMMARY:
Provides administrative oversight of the operations and programs of the Recycling Center and Household Hazardous Waste Collection Facility. Manages and coordinates the efforts of the Recycling Center and Scale House operations staff, contract operators, and consultants.
PRIMARY DUTIES AND RESPONSIBILITIES:

The job description is subject to change at any time by the employer. Essential duties and responsibilities may include, but are not limited to, the following:
Inspects all recycling and household hazardous waste facilities for functionality and to verify that they are working in compliance with permits and regulations; provides technical and logistical advice to supervisors, office staff, and the general public.
Recommends, reviews, and implements recycling policies and procedures; monitors and adjusts policies, procedures, and guidelines as needed; researches new and innovative ways to recycle.
Assists in the preparations of contracts to assure continuous smooth operations at the recycling center and household hazardous waste facility.
Oversees the maintenance of County buildings, equipment, roadways, and parking lots within the Division; maintains all diversion and disposal records.
Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training and development; works with employees to correct deficiencies or implement discipline as necessary; assigns tasks and projects.
Responds to complaints, inquiries, and informational requests from the public.
Supports the relationship between the Teton County staff and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and County staff; maintains confidentiality of work-related issues and County information; performs other duties as required or assigned.
MINIMUM QUALIFICATIONS:
Education and Experience:
High school diploma or GED equivalent
5+ years of administrative, operations, and planning experience in the recycling industry
3+ years of experience as a Supervisor or Lead within the department
Required Licenses and Certifications:
Must possess a valid Driver's License and maintain an acceptable driving record.
CPR and First Aid Certification.
Hazardous Waste Operations and Emergency Response (HAZWOPER) Certification, or the ability to obtain certification upon hire.
Wyoming Department of Environmental Quality Landfill Manager and Operator Certification, or the ability to obtain certification within twelve months of appointment.
Solid Waste Association of North America (SWANA) Manager of Transfer Station Systems Certification, or the ability to obtain certification within twelve months of hire date.
Required Knowledge of:
Recycling center operations; recyclable commodity sorting and processing.
Household hazardous waste collection, processing, and disposal.
Principles and practices of light and heavy equipment operation and maintenance.
Safety rules and regulations, occupational hazards, and safety precautions.
Principles and practices of effective project management, leadership, supervision, and training.
Federal, state, and local laws relating to recycling and solid waste management.
Required Skills in:
Operating and maintaining light equipment and trucks.
Operating a personal computer utilizing standard and specialized software.
Providing quality customer service.
Establishing and maintaining cooperative working relationships with coworkers and other individuals in contact during the course of work; communicating clearly and concisely.
Physical Demands/Work Environment:
Work is performed throughout the Recycling Center (outdoors and indoors); requires constant physical effort, and possible exposure to extreme cold, heat, noise, fumes, dust, vibration, confined workspace, chemicals, and biological, mechanical, and electrical hazards.

Pay: $82,536.00 - $94,917.00 per year
