Job Description and Duties Under the supervision of a Staff Services Manager I (SSM1), the Staff Services Analyst (SSA) will be the Region's Transactions Analyst. The incumbent will be responsible for the Region's transaction processes ensuring all deadlines are met. The incumbent acts as one of the Region Timekeepers performing Time and Attendance for Field Supervisors and their crews by working in the Integrated Maintenance Management System (IMMS) and Staff Central Programs. Incumbent works closely with the field on time that is submitted by the Supervisor or Leadworker for maintenance level activities performed on our highways and byways weekly. Incumbent will be required to run reports to meet daily, weekly and monthly deadlines. The Incumbent also works with the Department's Human Resources (HR) Transactions Specialist and Worker Compensation (WC) Specialist along with the Region's Support Analyst (SSA) on meeting compliance measures adhered by the Bargaining Unit Memorandum of Understandings (MOUs) and Fair Labor Standard Act (FLSA). Incumbent will assist in performing extensive research and analysis comparison using the Integrated Maintenance Management System and Staff Central programs for time and payroll audits; independently adopt effective course of action to resolve pay issues. Incumbent works with Peers performing clerical work supporting the administrative needs of the Field employees. Incumbent will work closely with the Region's Maintenance Hiring Analyst ensuring all appropriate documents are keyed successfully ensuring Timely Payment of Wages compliance measures are met. The incumbent will also be the single point of contact for health benefits documents. The incumbent will be responsible to represent, initiate, develop and maintain a healthy and cohesive team focused environment with peers, internal and external partners. Incumbent must be able to multi-tasks, working in a fast pace environment, effectively.   Eligibility for hire is determined by your score on the  STAFF SERVICES ANALYST  Exam. You must be on the state examination list to be eligible for these positions. Working Conditions Position is located in Nevada City, Nevada County. Multiple positions may be filled from this recruitment.
The incumbent will spend most of his/her time in a climate-controlled office under artificial lighting. However, due to periodic problems with the heating and air conditioning the building temperature may fluctuate. Incumbent may occasionally attend off-site meetings within the state where climate and accessibility are uncertain. New to state candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable. 
This position may be eligible for Telework. The amount of Telework is at the discretion of the Department and based on Caltrans evolving Telework policy. Caltrans supports Telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their work sites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee's designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.
During the training period, which can take up to 3 months, the selected candidate will be required to report to the office located in Nevada City CA Monday - Friday. Once training has been completed the Telework schedule offered is three days in office and two days Teleworking.  Special Requirements The position(s) require(s) a valid California Drivers License (CDL). Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Knowledge of hiring methods, tools and equipment used in highway maintenance; experience working in a Region or field office; the Maintenance Management System, rules, regulations and procedures for the procurement of materials, goods, and services; rules and regulations of personnel administration and accounting; and principles of effective supervision, customer service and personnel practices; procedures and policies. Must be thoroughly competent in the use of the English language, mathematics, public speaking, and written communication. Must have basic computer experience and knowledge working in microsoft word, excel, powerpoint, etc., Must understand and use computer systems in the conduct of official business.
Ability to work effectively alone and/or with others of all levels.
Must be able to analyze various work situations accurately and make sound decisions.
Must be able to analyze information; make cost estimates and reports; analyze reports, rules and regulations, and apply to planning, budgeting, cost control, equipment and personnel needs.
