The RE/CM works closely with the Contract Administrator (CA), who is responsible for the overall project delivery.
In certain cases, the RE/CM may hold the title of Project Engineer or Resident Engineer and be a consultant overseeing the work.Key Responsibilities: 1.
Contract Administration: o Administer the construction contract to ensure compliance with the projects plans, specifications, performance period, and contract price.
o Monitor contractors' work to ensure adherence to schedules and that support services align with the construction schedule.
o Respond to Requests for Information (RFIs), resolve field issues, and document any conditions that may represent a change to the contract.
o Prepare and document all requests for changes, including those that impact the contract price or performance period.

Field Supervision: o Supervise field inspection staff, ensuring they are familiar with contract documents, specifications, Maintenance of Traffic (MOT), safety standards, and procedures.
o Assign field inspectors to contractor operations, ensuring comprehensive coverage of work being performed.
o Instruct field inspectors on taking and recording quantities, verifying layouts, and maintaining detailed daily reports.

Construction Monitoring & Quality Control: o Monitor the contractors performance, ensuring that all materials and work conform to specifications and industry quality standards, including compliance with Green Infrastructure practices.
o Oversee the processing of shop drawings and submittals, and ensure the monitoring of all required testing, both on-site and off-site.
o Gather necessary certifications, warranties, and guarantees for the project and ensure proper documentation.
o Maintain detailed records of non-conforming work and ensure corrective actions are taken.

Schedule & Progress Reporting: o Attend and participate in progress meetings, reviewing overall and interim construction schedules.
o Maintain an up-to-date daily diary, tracking project progress, key events, and relevant communications.
o Prepare regular progress reports for the CA and Project Team Leader, promptly reporting deviations from the schedule, contract price, or work quantities.
o Immediately report any accidents requiring medical attention, property damage, or visits from media representatives to the CA and Project Team Leader.

Safety Oversight: o Monitor contractor compliance with contractual safety requirements and notify the contractor of any observed violations.
The RE/CM shall require immediate correction of situations that pose potential risks to workers or the public.
o Ensure that public and worker safety issues are addressed and order the termination of work that poses an imminent danger.

Change Management: o Receive and process RFIs and coordinate responses in collaboration with the Project Team Leader, ensuring that changes resulting from RFIs are properly documented and processed.
o Review and approve all change requests and ensure they are documented, tracking their impact on the project schedule and budget.

Coordination with Stakeholders: o Work closely with the CA, Project Team Leader, and other agency representatives to address any construction-related concerns from the public, local officials, or other stakeholders.
o Respond professionally and courteously to public inquiries and take reasonable steps to minimize construction impacts on local residents, travelers, businesses, and institutions.

Financial Management: o Verify quantities and payments for each work period, ensuring all required documents (e.g., inspection checklists, material certifications, subcontractor/supplier affidavits, and insurance certificates) are submitted and properly documented.
o Maintain comprehensive records of all payments and quantities, including those related to change orders and additional work.

Green Infrastructure Oversight: o Oversee the construction of Green Infrastructure projects, including Permeable Alley construction, ensuring adherence to sustainable construction practices and environmental regulations.
o Ensure proper testing and monitoring of permeability, drainage systems, and other environmentally-focused construction elements.
o Maintain records of Green Infrastructure certifications and compliance with local and federal environmental guidelines.

Team Leadership & Development: o Oversee the work of team members assisting with construction contract administration, ensuring that they perform duties effectively and efficiently.
o Provide mentorship and guidance to staff, promoting a positive and productive team environment.
o Conduct periodic reviews of staff performance, providing feedback and monitoring the implementation of any required corrective actions.

Public Relations and Issue Resolution: o In conjunction with the Project Team Leader or designee, address concerns raised by the public, media, or other stakeholders.
o Ensure prompt reporting of any major issues that could impact public perception or require media attention.

Required Skills & ExperienceBachelor's Degree in Civil Engineering, Construction Management, or a related field.
Professional Engineering (PE) license in the District, or the ability to obtain one within a specified timeframe.
10+ years of experience in infrastructure construction management, including experience with roadways, bridges, utilities, water infrastructure, and Green Infrastructure projects such as Permeable Alley construction.
Strong knowledge of contract documents, safety regulations, and quality control standards.
Proven ability to manage field inspection teams, review construction progress, and ensure compliance with project specifications.
Excellent communication and leadership skills, with the ability to work collaboratively with contractors, inspectors, public officials, and other stakeholders.
Proficiency in project management software (e.g., Procore, Primavera P6) and experience with document control systems.
Strong problem-solving skills, with experience in change management and RFI resolution.
Commitment to safety, sustainability, and quality, with a track record of ensuring projects meet industry standards, safety regulations, and environmental guidelines.
Nice to Have Skills & ExperienceUnderground Utility Installations: Familiarity with the installation of water, sewer, gas, and electrical utilities, including knowledge of trenching, pipe-laying, backfilling, and testing processes.
Foundation Construction: Experience working with deep and shallow foundations, including pile driving, concrete pours, and shoring methods.
Roadway and Bridge Projects: Understanding of roadway construction techniques, from subgrade preparation to pavement layers, and experience with bridge construction, including foundations, superstructures, and precast or cast-in-place elements.
Water Infrastructure Systems: Knowledge of water and wastewater system construction, including pipeline installation, manhole construction, valve setting, and related testing procedures.
