Job Summary
This position exists to plan, direct, and supervise the business functions and the employees of the Member Service Center - including all representatives in the member service center and front desk staff in the St. Paul office.
This position is to ensure for staff in the Member Service Center and the St. Paul reception area: that all member phone calls, online communication, personal visitors and other inquiries are handled in accordance with Minnesota Statutes 353 and 356; expert counseling is provided to members or benefit recipients on benefits, federal and state tax issues, and financial planning relating to PERA; and the department's output accomplishes PERA's mission, vision, and objectives within established laws, policies, rules, budget, time schedules, and standards.
This position will also assist the Member Service Center Retirement Services Director (MSC RSD) with overall Member Service Center department needs, and serve as a backup to the MSC RSD in the event of absence.
This is achieved through: Direction - train, coach, drive performance and counsel employees on the best ways to accomplish goals, develop productive work relationships, and facilitate the continuous improvement of work processes and individual employee performance.
Oversight - observation of employees as they work and knowing work outcomes.
Liaison - between employees and managers as well as between the goals and objectives of the organization and the day-to-day operations of the department.
Coordination/Collaboration - with division supervisors and managers to ensure adequate resources are available to best accommodate member service needs.
This position is eligible for telework .

*Four (4) years of professional level experience that includes demonstrated ability to apply the following retirement or financial skills; complex calculations, benefit interpretation and counseling, reading/interpreting statutes, rules and regulations, and project management of which at least two (2) years must be supervisory or lead work.
**A Bachelor's Degree in Public Administration, Business Administration or Finance may substitute for one (1) year of required professional level benefit or retirement plan administration experience.
Years of experience and education must also demonstrate the following: Supervisory or lead work skills sufficient to plan, develop, and organize available resources to obtain the department's goals and objectives, including policy and planning responsibilities Advanced experience working for a public pension fund or private financial services institution sufficient to apply statutes and rules to calculations and benefits Strong human relations skills and diplomacy, including skills such as coaching, listening, conflict resolution, change management, problem-solving, meeting facilitation, training, etc.
Significant knowledge of retirement laws and regulations that govern and control work processes, systems, and functions.
Proficiency with Microsoft Office Excel and Word sufficient to perform related work responsibilities (creating correspondence, reports, spreadsheets, graphs, presentation materials, etc.).
Preferred Qualifications Bachelor's degree in Business Administration, Finance, Accounting, Math, or Public Administration Knowledge of the laws, regulations, and provisions of the Minnesota merit system and current labor-management contracts Knowledge and experience working with Federal and State programs, and applying State and Federal Laws and Regulations including Minnesota Statutes Chapters 353 and 356 Physical Requirements
Requires occasionally lifting and/or carrying such articles as file folders, ledgers, and small tools.
Although a sedentary job is defined as one which involves sitting, a certain amount of movement is often necessary in carrying out job duties.
