Work location is on-site at WIPP The Waste Isolation Pilot Plant (WIPP) is the nation's only permanent nuclear waste repository for defense-generated transuranic (TRU) waste generated from Department of Energy (DOE) sites across the country. Waste is permanently isolated over 2,000 feet underground in deep salt beds. Job Description: The successful candidate will serve as the Safeguards & Security Manager and is the Officially Designated Security Authority (ODSA) for the Department of Energy (DOE) at the Waste Isolation Pilot Plant (WIPP). Duties include:Leading the staff in developing and maintaining security related procedures and plans in accordance with DOE Orders. Developing and maintaining security-related orders, policies, and plans for a Category II nuclear facility in compliance with DOE Order compliance and knowledgeable in DOE O 473.1A Physical Protection Program, DOE O 473.2A Protective Force Operations, DOE O 470.4B chg. 3 Safeguards and Security Program, DOE O 470.3C chg. 1 Design Basis Threat (DBT), all other applicable DOE Orders, and Code of Federal Regulations (CFR) 1046 and 1047.The candidate must possess extensive knowledge in Safeguards and Security (S&S) Program Management Operations. This will include an understanding of Protection Program Management, S&S Planning and Procedures, Management Control, and Program Wide Support. Will provide leadership in all S&S topical areas, to include Protective Force, Physical Protection, Information Security, Personnel Security, Material Control and Accountability and Foreign Visits and Assignments. This also involves leadership and technical oversight of the 24/7 security operations and staff. Develop programmatic and tactical methods to detect, deter, and respond to internal or external threats and emergencies.Responsible for exercising administrative and technical direction over the work of subordinate supervisors, and professional or technical employees with accountability to the ODSA. Will establish security program goals, priorities and major work schedules, develop cost and budget analyses and forecasts. Serve as the SIMCO Facility Security Officer (FSO) and as a member of the Emergency Response Organization (ERO) and must be willing to be on-call. Understand and embrace the nuclear safety culture principles. Other duties as directed by the Responsible Manager. Qualifications: Minimum Requirements:Bachelor's degree with fourteen (14) years of relevant experience, orAssociate's degree with eighteen (18) years of relevant experience, orHigh School Diploma or Equivalency with twenty-two (22) years of relevant experienceExtensive knowledge in Safeguards and Security (S&S) Program Management Operations.Ten (10) years of supervisory/management experienceRelevant experience must be in security, corrections, military, or law enforcementMust be able to obtain and maintain a DOE -Q- ClearanceMust have a valid, unrestricted driver licenseMust be able to demonstrate effective oral, analytical, written, and communications skillsMust be proficient in Microsoft Office Suite Preferred Requirements:Active DOE Q ClearanceKnowledge or qualifications related to Facility Security Officer duties, Basic Instructor Training, Safety Culture for DOE and DOE Contractor Leaders, Survey Fundamentals, Performance Testing Fundamentals, Vulnerability Assessment Fundamentals, Security Risk Management, Conduct of Operations Fundamentals and Classified Matter Protection and Control FundamentalsFlexibility to respond to urgent requests and/or changing priorities.
