PROGRAM DESCRIPTION: This role will be supporting the U.S. Fleet Forces Command (USFF) Headquarters (HQ) at USFF Norfolk, Virginia at a Government facility/site. As a member of their USFF Communications and Information Systems Division (N6) Support Team, you will significantly contribute to Navy Fleet Readiness and Homeland Security. The team is involved in information technology (IT) support tasks including but are not limited to Program Management support, Network Engineering support, Maritime Operations Center/Tactical Systems support, Video Teleconferencing and Audio/Visual support, Portal Management and Application Development support, Staff IT Business Process/IT Services support, Satellite Communications Planning support, Information Assurance (IA)/Certification and Accreditation support, Database Administration support, Communications Security/EKMS support, and general IT support, as well as maintenance, updating and enhancement of developed application/software.
Job Responsibilities: · Provide Satellite Communications planning support to assist the government with C5I fleet operations.
· Draft, review, and submit Satellite and Gateway Access Requests on behalf of CTF-80 requirements and to support Fleet operations.
· Review and update CTF-80 communications plans in support of standing or emergent communications requirements.
· Provide SATCOM operational planning support and input to cross organization working groups, functional teams, and/or with external organizations to develop and increase DoD and commercial SATCOM systems and capabilities.
· Identify, track, and analyze service advisories, outages, casualty reports, and other related correspondence for SATCOM equipped units and provide communications impact statements as required.
· Identify, track, and analyze shore SATCOM facility casualties and/or maintenance requirements and provide communications impact statements.
· Participate in the planning and oversight of planned satellite and ground terminal outages with impact to Fleet Operations.
· Develop mitigation plans that supports assured C2 operations.
· Coordinate with the Navy's SDB Manager for current SATCOM requirements that support day-to-day SATCOM planning.
Job Requirements: · 10 years of communications planning related experience with at least 8 years of SATCOM planning related experience, years of related experience of progressively increasing responsibilities related to the task elements in this labor category.
· In-depth knowledge and experience of the online primary SATCOM planning application the Joint Integrated SATCOM Toolkit.
· In-depth knowledge and experience of military Electromagnetic Spectrum Operations planning.
· Experience in the following specific systems planning for complex spectrum requirements in support of Satellite
· Communications to include fielded afloat communications systems within the Fleet including but not limited to:
· The Navy Multi Band terminal Family of systems (AN/WSC9), the Commercial Broad Satellite Program family of systems
· (AN/USC69s) and legacy AN/WSC 6 family of systems.
Education: · Bachelor's degree in Computer Science or Engineering. In lieu of formal education additional 4 years of experience is required.
Security Clearance: · Must have an active secret clearance
Travel Requirements: · Must possess and maintain a valid passport for possible foreign travel in support of this labor category
