General Definition: This is supervisory technical laboratory work directing and participating in the performance of standardized analyses of wastewater and water samples to ensure conformance to water quality and environmental regulatory standards. Employees in this class monitor and evaluate the technical quality of test results and the quality of testing and sample collection procedures and make recommendations for methods improvement. The employees may work with hazardous acids or substances. Positions in the Water Sampling assignment are also responsible for coordinating the City's water sampling program and laboratory responses to customer complaints on water quality. Providing technical support to subordinate technicians and assistants, ensuring that the operation of the laboratory is in accordance with departmental standard operating procedures and state regulations, and preparing reports for supervisory review are significant aspects of the work. Work is performed under the direction of a laboratory, engineering, or administrative superior.
Minimum Requirements: Civil Service Status: Presently employed by the City of Philadelphia with permanent Civil Service status in the Water Department with a performance rating of Satisfactory or higher.Education: Completion of 60 college credits at a technical institute or an accredited college or university with major coursework in biology, microbiology, chemistry, biochemistry, physics, physical sciences, environmental sciences, and engineering. In accordance with PA Department of Environmental Protection Chapter 252.302 requirements, specific positions in the Bureau of Laboratory Services must complete sixteen credits in chemistry at an accredited college or university.Experience: Two years of experience as a Science Technician in the Water Department performing standardized routine tests in a water or wastewater laboratory for regulatory compliance or performing sampling of water or wastewater for compliance with environmental regulations. In accordance with PA Department of Environmental Protection Chapter 52.302 requirements, specific positions in the Bureau of Laboratory Services must have completed at least one year of the required specific experience in a laboratory performing analyses in a field of accreditation.Physical & Medical Requirements: Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
Required Licenses & Certifications: Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of appointment as a Science Technician Supervisor, Water Sampling assignment.

Transcripts must indicate conferment of the appropriate degree. Candidates with a degree from foreign colleges or universities must submit proof of degree as certified by a professional evaluation service.
