Summary
The Section Leader supervises a staff that project manages large, complex, multi-faceted nuclear engineering projects consistent with regulatory requirements, station goals and objectives, fiscal policy and established engineering practices.
Projects are typically in excess of $40 million dollars with significant site impact.

Minimum Requirements
+ A four-year Bachelor's Degree in Engineering, Project Management, or other job-related field plus five (5) years' experience in Engineering, project management or other job-related area.
Four (4) years' experience must be nuclear-related.

+ In lieu of Bachelor's Degree, combination of education and experience in project management or other job-related area must equal nine (9) years, of which (4) four years must be nuclear-related.

The above meets or exceeds the requirements of ANSI/ANS 3.1, 1978, 4.2.4.

Preferred Special Skills, Knowledge or Qualifications
+ Previous supervisory experience.

+ Certification in project management or portfolio management.

+ Project Schedule development P6 experience.

+ Experience in developing and tracking project performance metrics and measures that facilitate continuous improvement of the Project Management Organization (PMO).

+ Understanding of key project management metrics, KPI, SPI, CPI and how they function at a utility environment.

+ Ability to develop and utilize data to develop dashboards to improve performance.

+ Financial understanding of projects, project budgets and forecasting.

+ Nuclear power plant operations experience.

Nuclear Requirements
+ Any PVNGS employee may be called upon to serve as a member of the Emergency Response Organization (ERO) and will be expected to fulfill their obligation as an ERO member.

+ Any PVNGS employee may be called upon to support a refueling or short-notice outage.

+ This includes line roles and responsibilities as necessary to execute outage activities.
These are a condition of employment at PVNGS.

Major Accountabilities
1) Manages a team of projects personnel responsible for large, complex projects that have significant impact to Palo Verde.
Provides project management direction and ensures conformance to procedures and government regulations.
Provides resource allocation and control for a multi-functional, projects organization to ensure timely and appropriate installation of Palo Verde modifications.
Provides contract administration, interface, and problem resolution with vendors supporting Palo Verde modifications.

2) Establishes and continually monitors work priorities for the team to ensure maximum utilization of manpower and resources.

3) Implements and maintains effective planning and operating practices to maximize the efficiency and effectiveness of the department in order to meet business plan objectives.

4) Develop and present projects organization dashboards or other performance measures to track the project and organization performance.

5) Responsible for staffing, salary administration and performance management of personnel.
Improves employee performance through performance monitoring, coaching, training, formal discipline and performance reviews.

6) Monitors expenditures of area of responsibility ensuring prudent use of company money and resources.
Controls costs to achieve established budget which requires oversight of multiple project factors such as project value, type and risks.

7) Supports and often leads project activities associated with the execution of projects as integrated work activities within the Palo Verde outages and pre-specified on-line schedules.

8) Achieves operational objectives by contributing information and recommendations to strategic plans and reviews; prepares and completes action plans; implements production, productivity, project quality and project risk and customer service standards; resolves problems and issues; completes audits; identifies trends; determines system improvements; implements change.

9) Supports and leads technical studies and site efforts associated with proper project selection, funding and initiation through various Palo Verde approval committees.
Assists project sponsor in the definition and control of assigned project scope.
Facilitates efforts associated with project team formation and resolution of issues that arise in the course of the project.

10) Interfaces within Engineering and across organization boundaries to resolve technical, administrative and project performance issues.

Plant/Field Role:
This position requires work to be performed in the field and/or at the work site, due to the nature of work.

Any PVGS employees may be called upon for random Fitness for Duty (FFD) testing during scheduled working hours.
Employees, if off-site, must report to FFD at Palo Verde as soon as reasonably practicable, but no more than 120 minutes after being notified.
Employees who are onsite when notified will have no more than 60 minutes to report after being notified.
