Natcast (short for The National Center for the Advancement of Semiconductor Technology) is a new, purpose-built, non-profit entity created to operate the National Semiconductor Technology Center (NSTC) consortium, established by the CHIPS Act of the U.S. government.

Security Operations Manager In this role, you will help safeguard Natcast operations from potential risks and ensure compliance with federal regulations. 
Every day you will collaborate with government agencies and industry partners to protect Natcast's assets, data, and personnel by building and overseeing the security infrastructure.

The Security Operations Manager will incorporate security industry best practices to help secure Natcast-sponsored research. By utilizing cutting-edge policies, procedures, and training programs aligned with federal regulations like NSPM-33 and NIST IR 8484, you will ensure that Natcast's activities are secure and globally competitive. Your expertise will be instrumental in assessing risks and collaborating with stakeholders to implement best practices across the semiconductor research landscape.? 
Responsibilities: Serve as the primary liaison between Natcast and relevant government security agencies, ensuring compliance with the National Industrial Security Program Operating Manual (NISPOM) and associated regulations. 
Oversee and maintain secure facilities, including Closed Areas or Sensitive Compartmented Information Facilities (SCIFs), as required by contracts and government regulations. 
Stay updated on evolving threats, regulations, and best practices related to security and technology protection 
Brief Natcast executive leadership on relevant security threats to Natcast operations 
Build and manage the Natcast Insider Threat program 
Liaise with relevant government agencies and stakeholders to secure Natcast operations and initiatives 
Conduct Supply Chain Risk Management (SCRM) reviews of Natcast procurements to identify potential risks/threats in Natcast's supply chain 
Incorporate physical security risk and vulnerability assessment methodology when analyzing future Natcast facility locations 
Manage the security training program for Natcast to ensure all Natcast personnel meet all relevant DOC, NIST, and DCSA security training requirements 
Support the Natcast Research Security Program office by conducting Research Security reviews as needed  
Required Skills and Experience: Bachelor's degree in a relevant field of study? 
Minimum 10 years of experience as an academic or industrial security expert in areas such as information security, operational security, physical security, cybersecurity, technical security, intellectual property protection, supply chain risk management, and/or insider risk Knowledge of industrial security processes, regulations, and best practices, including the NISPOM, Industrial Security Letters (ISLs), and contract-specific security requirements. 
Experience applying for and/or managing an organization's Facility Clearance (FCL) certification.? 
Experience managing personnel security clearances, including submitting clearance requests, tracking periodic reinvestigations, and conducting debriefings for departing personnel.? 
In-depth understanding of relevant federal regulations (e.g. NSPM-33, Export Controls) and best practices pertaining to research security? 
Able to obtain and maintain at least a Top Secret Security Clearance? 
Excellent analytical, critical thinking, and risk assessment skills? 
Strong communication and training abilities? 
Ability to manage multiple priorities and stakeholders? 
Preferred Skills, Experience and Qualifications: Active TS/SCI security clearance? 
Deep understanding of semiconductor technology? 
Significant experience applying cybersecurity best practices to leading-edge research environments? 
Advanced Degree in a relevant field?
