This position is located in the Sector Operations Division, Department of Compact Operations (DCO), Millennium Challenge Corporation (MCC).
Although the position is advertised equivalent to SES/SL, MCC uses a pay banded system to compensate employees. This position is MCC pay band 2D which is generally equal to SES/SL in pay only. Applicants must meet the following basic requirements:
Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4 years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position.A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met.
Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements if the senior procurement executive certifies that the applicant possesses significant potential for advancement based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience.
To qualify for MCC Pay Band 2D, applicants must also meet the following:
Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 3A (GS-15) or an equivalent level which is directly related to the work of this position. This experience is defined as: applying international contracting and procurement laws, policies and regulations in a developing country context; providing expert guidance and advice on issues related to international public procurement guidelines, systems, policies, procedures, and practices; responding to and addressing technical inquiries, disputes, etc. on procurement program activities; representing the agency in external forums concerning areas of expertise; managing teams and directing and supervising the activities of subordinate staff and/or consultants; and communicating both orally and in writing, clearly, concisely, and with technical accuracy. Note: This experience MUST be well documented within your resume or application.
PART-TIME OR UNPAID EXPERIENCE: Credit may be given for appropriate unpaid and or part-time work. To receive credit, you must clearly identify the duties and responsibilities in each position held and the total number of hours worked per week.
