The Judicial Council of California (JCC) is accepting applications for the position of Senior Facilities Analyst in Facilities Services.

As a Senior Facilities Analyst at the Judicial Council of California (JCC), you will play a crucial role in providing technical analysis and expertise, program development, sustainability compliance, and all energy and sustainability aspects training.
This unique position supports existing court facilities and capital projects, making a significant impact on our operations.

At the heart of the JCC Sustainability program, your work as a Senior Facilities Analyst will be instrumental in driving energy efficiency, water conservation, carbon reduction, climate change adaptation, green operations, renewable energy, and zero waste.
Your technical expertise primarily in energy efficiency, mechanical systems, lighting, Building Automation Systems, benchmarking, energy modeling, renewable energy energy storage systems, zero net energy, greenhouse gas inventory, and coordination of various assigned sustainability initiatives will be the driving force behind our sustainability initiatives.

As a Senior Facilities Analyst, you will be responsible for researching and piloting alternative fund source programs or creating solutions to reach our sustainability goals, while fostering collaboration with other state agencies and partners.
Your duties will include benchmarking, tracking, complex analysis, reporting, management, and verification of utility energy data, all of which will be done through custom and web-based platform(s) such as EPA's Energy Star Portfolio Manager and our utility management system.
This position also involves overseeing, conducting, or managing energy audits, life cycle cost analysis, recommendations for energy efficiency equipment installations, and mechanical/electrical reviews of energy efficiency projects for funding and payback.
RESPONSIBILITIES Alternative Funding and Contract Management:
- Spearhead the development and execution of innovative funding solutions to meet sustainability goals, including Power Purchase Agreements (PPA), Energy Savings Performance Contracts (EPSC), Service Agreements (ESA) and On-Bill Financing (OBF) to secure project funding.
- Manage all aspects of contracts with energy consultants, including drafting Requests for Information/Qualifications (RFI/RFQ), Request for Proposals (RFP), evaluating proposals, selecting consultants, approving invoices and overseeing contract execution and amendments.
- Serve as the first-level point of contact for alternative financing arrangements for energy efficiency, renewable energy systems, and water conservation projects.
- Analyze and optimize utility rates to achieve cost savings and reduce greenhouse (GHG) emissions, exploring options such as Joint Power Agency memberships, Direct Access Procurement, and Community Choice Aggregation (CCA) options for carbon-free electricity purchases.
- Collaborate with the California Public Utilities Commission (CPUC) and maintain relationships with Investor-Owned and Public-Owned Utility representatives to review energy efficiency initiatives, rebates, potential rate increases and/or updates to demand response programs.
- Develop Demand Response (DR) readiness matrices and processes with JCC operational staff and service providers to maximize the effectiveness of participation in DR events.Energy and Water Benchmarking and Optimization:
- Lead efforts to benchmark and audit energy and water usage across JCC's portfolio to minimize utility costs and GHG emissions.
- Manage systematic monitoring, data analysis, and reporting of energy, water, and waste metrics (usage, Energy Use Intensity, Water Intensity, cost, and GHG emissions) to ensure high data quality and integrity, accounting for relevant driving factors such as weather (heating/cooling degree days) and occupancy.
- Prepare reports based on audit findings and analysis, including construction cost estimates, projected energy and GHG savings, simple payback calculations, and life cycle cost analysis to prioritize project proposals that align with the goals of the Sustainability unit and JCC resource reductions targets.
- Identify and secure funding opportunities through rebates, grants, and partnerships to support sustainability project initiatives.
- Strategically manage utility data to assess facility performance and identify targeted opportunities for energy and water optimization.Sustainability Education and Training:
- Develop and deliver training sessions on key sustainability topics (e.g., energy efficiency, water conservation, waste minimization, and recycling) to staff, project managers, service providers, courts, counties, and stakeholders.
- Collaborate with management to introduce emerging technologies, such as Zero Net Energy, Fuel Cells, Light Emitting Diode Lighting (LEDs), Building Management Systems, Solar Upgrades of Panels and Inverters, Grid Optimization, Electrification options, Building Decarbonization strategies, aligning them with the Judicial Council's sustainability objectives.
- Utilize energy and sustainability dashboard platforms with data analytics/visualization to convey energy and water use data to both internal and external stakeholders.
- Provide prompt assistance for ad-hoc reporting requests related to utility data and sustainability metrics.Technical Expertise and Support for Facility Modifications and Operations:
- Provide technical expertise for Facility Modification Coordination and Comment (FMCC) process for the repair, replacement, and renovation of facility assets.
Conduct comparative life cycle cost analysis of sustainability options related to repairs, equipment replacements, energy efficiency improvements, cost reduction, deep energy retrofits, and decarbonization projects.
- Advise on standards and best practices for repairs, and renovations of building systems for existing building portfolio, ensuring efficiency and sustainability.
- Serve as a subject matter expert to the Trial Court Facility Modification Advisory Committee and the Court Cost Reduction Staff Subcommittee of the Court Facilities Advisory Committee of JCC.Support for Facilities Operations and Capital Programs:
- Provide technical analysis and support for energy performance design criteria and strategies to capture incentives that align with JCC sustainability targets.
This encompasses initiating, tracking, and managing rebate and incentive applications for both new construction and energy efficiency retrofits.
- Participate in site visits to assess energy and utilities performance, offering technical guidance to ensure compliance with JCC energy performance targets.
- Review and provide feedback on third-party designs and energy models developed for new construction and major renovations.
- Lead the Sustainability Unit's efforts to provide recommendations for tri-annual updates to the California Trial Court Facilities Standards, ensuring they reflect best practices and successful solutions for functional, durable, and efficient court facilities.Water Conservation Program Support:
- Assist in evaluating courthouse facilities' potable and non-potable water usage intensity to identify opportunities for water conservation.
- Identify options for conducting water conservation audits at the highest water usage facilities.Zero Waste Program Support:
- Contribute to the development of the Judicial Council Zero Waste Strategy and Program Strategy, including compliance with recycling and composting initiatives.
- Track and report on key performance indicators (KPIs), related to waste intensity ratios and waste diversion rates to assess program effectiveness.MINIMUM QUALIFICATIONS
Bachelor's degree, and four (4) years of professional experience in providing analytical and technical support to facilities management.
Possession of a bachelor's degree in a directly related field such as environmental science, biology, engineering, real estate, etc., may be substituted for one of the years of required experience.
An additional four years of professional experience as noted above may substitute for the bachelor's degree.
Or, additional directly related experience and/or education may be substituted on a year-for-year basis.
OR
Master's degree in a directly related field such as architecture, civil engineering, or construction or building management, and one (1) year of experience in providing analytical and technical support to facilities management.
OR
One year as a Facilities Analyst, in the assigned field, with the Judicial Council of California or one year of experience performing the duties of a class comparable in the level of responsibility to that of Facilities Analyst in a California Superior Court or California state-level government entity.
