Senior Manager, Finance and Budget Job Description

Location: Onsite and Remote Office
Position Summary: Under the general direction of the senior director of fiscal services, this role is responsible for the oversight of all budgeting, payroll, categorical accounting, cash management, financial reporting activities, fiscal compliance and reporting, and ensuring flawless audits.
The senior manager, finance and budget will work with the senior director of fiscal services to ensure the organization has accounting, workflow and compliance systems in place to ensure effective and efficient operations.
The senior manager, finance and budget and senior director of fiscal services will work closely with school leadership and staff to ensure sound fiscal and accounting compliance procedures and provide input with regard to organizational operational effectiveness.
This position will be expected to lead efforts to continually monitor and implement best practices in accounting and fiscal management systems to enhance and improve organizational effectiveness.
ESSENTIAL FUNCTIONS and RESPONSIBILITIES
Overarching Duties and Abilities for All Sage Oak Managers:

Supports department leadership in executing the department's shared vision Conducts research on laws and trends that pertain to the department as needed Budget Supports the tracking, monitoring, and maintenance of specific budget items as assigned Staff Performance and Professional Development Conducts observations, tracks performance, and provides constructive feedback to staff as needed Facilitates the schools' corrective action process for all assigned staff as needed Collaborates with supervisor to set individual professional goals/actions that are in alignment with schoolwide goals.
Develops a plan to execute and achieve those goals.
Collaborates with other departments to ensure the training needs of all staff are supported; Creates and presents trainings/presentations that align with identified training needs; constructively and concisely responds to staff questions School and/or Department Development Develops innovations that will support the schools' growth and needs and promote sustainability and longevity within the department; Determines department needs and proactively develops solutions using creative problem solving and a high level of customer service to the larger community, staff and students Supports leadership with maintaining policies, procedures and department manuals to ensure alignment with school goals and current laws Supports department with hiring of quality staff and works collaboratively with human resources to follow school policy and procedure Educational Partner Engagement Develops a strong presence, collaborative relationship, and engaged connectivity with authorizing districts, the Board of Directors, Sage Oak staff and families, and the larger community through both in-person and virtual means Attends meetings and conferences as needed Finance Duties: Conceptualizes and articulates strategies to improve financial operations and services Oversees all accounts, ledgers, and reporting systems ensuring accuracy and full compliance with appropriate GAAP standards, industry best practices and regulatory requirements Includes payroll, benefits, risk management, retirement reporting, cash management, bank reconciliations, accounts payable, accounts receivable, and internal /external reporting Maintains internal controls and safeguards of revenue, costs, school budgets, and actual expenditures to produce accurate and timely information Ensures proper implementation and provides training accordingly Collaborates with and serves as a liaison to the management team in the development, recommendation, implementation and assessment of financial programs and procedures designed to improve/enhance business operations Serves as a liaison in coordination with the senior director of fiscal services as management and staff to coordinate accounting processes Advises administrators of budget account balances; resolves problems and discrepancies; and makes revisions as necessary, in compliance with established policies and procedures Utilizes spreadsheets, information systems and data processing applications to efficiently analyze and processes budgetary data Participates in the budget development process and initiates and recommends budget adjustments; revises budget for all funds and programs Coordinates financial and governmental audits, which include work paper preparation, liaison with auditors, school staff and with an understanding of programmatic and financial requirements of governmental programs as applicable Reviews and analyzes financial data; reports on findings; and oversees accounts payable, accounts receivable, cash management, purchasing and other related financial reporting functions Prepares reports and/or reviews reports prepared by staff and informs/advises administration of findings Audits financial documents for completeness, accuracy, and compliance with policies and procedures Reviews and approves regular, timely accounts payable batches in accordance with School policies and procedures Keeps informed on trends and changes in legislation applicable to charter school finance and budgeting; makes recommendations for changes Reviews reports and analyzes projections of ADA and expenses against actual figures and proposes recommendations for changes Participates with Interviews, provides recommendations on staff selection, assists with motivating, supervising Evaluates, disciplines and provides direction to assigned non-teaching staff Mentors, guides and trains assigned staff to ensure compliance with accounting standards, to ensure customer service goals are achieved and that leadership and teamwork are developed and practiced Develops and maintains effective communication systems and processes Plans, coordinates and prioritizes work activities to meet established objectives and deadlines.
Attends and/or conducts staff meetings, workshops, conferences and other training Provides optimal internal communications for staff at all levels throughout the organization; creates and promotes a positive and supportive work environment Prepares, develops, maintains and monitors school budget, including completion of mandated reporting (interim and unaudited actuals, etc), updates and reporting of budget related adjustments to organizational leadership and other stakeholders Actively seeks to improve and simplify School's accounting and fiscal management approach with sustainable and scalable solutions This includes the use of technology to eliminate inefficiencies while maintaining high accuracy.

Payroll Department Duties Supports and manages department personnel in the accurate and timely completion of compensation and benefits processing and reporting.
Provides consultative expertise to the department and HR team in terms of employee and employer payroll deductions, contributions, and systems.
Provides consultative expertise to the department and HR team in terms of the State Teachers Retirement System (STRS) monthly deductions and reporting.
Oversight Responsibilities: Oversee accounts payable and payroll team, including but not limited to: Senior Specialist, Accounts Payable Other department staff, as hired Other Duties: Responds to non-urgent communication within 24 school hours and urgent communication within two school hours Resolves escalated employee, parent, and student issues in alignment with core values and ensuring compliance with the school's Uniform Complaint Policy; the school's Uniform Technology Policy; and the provisions of California Penal Code Section 11166 (Child Abuse and Neglect Reporting Act) Performs other duties as assigned QUALIFICATIONS GUIDE

Education & Experience: Five (5) years of experience leading the accounting and financial reporting duties with a charter school organization preferred Bachelor's degree in Accounting or Finance Other Qualifications: State and federal fingerprint clearance (LiveScan) to work with students (Ed.
Code 44237).
No prospective employee can report to work without this clearance being received and the Human Resources Manager notifying the immediate supervisor of this clearance.
Proof of a clear TB Tine test or signed Certificate of Completion dated within the last 60 days (Ed.
Code 49406) upon employment and thereafter updated every four years Hold and maintain a valid California Driver's License, proof of automobile insurance, and full time use of a dependable automobile that is insured pursuant to California regulations.. Knowledge: Computer and technology literacy: Operate office equipment including a calculator, copier, fax machine, computer and assigned software Google docs, Google spreadsheets and other online collaboration tools to send and receive information Basic arithmetic calculations Knowledge of economic and accounting principles and practices and the analysis and reporting of financial data.
Knowledge of business and management principles involved in strategic planning, resource allocation, leadership technique, production methods, and coordination of people and resources.
Knowledge of applicable laws, codes, regulations, policies and procedures Knowledge/experience with modular accounting systems, experience with Sage Intacct a plus Knowledge/experience with Standardized Account Code Structure (SACS) is highly desired.
