Job Title: Senior/Manager of Legislative Policy

Salary: $150,000-200,000 (commensurate with experience)

Location: Requires CA residency and frequent onsite work in Sacramento, with occasional on-site work in Redwood City. The Manager or Senior Manager will be expected to travel to attend in-person meetings on at least a quarterly basis at the Peninsula Clean Energy office in Redwood City, CA. Other in-person meetings may be required.

Peninsula Clean Energy is seeking a Manager or Senior Manager of Legislative Policy. PCE is a dynamic, not-for-profit governmental organization of about 60 professionals working in an innovative and mission-driven environment. POSITION SUMMARY The Senior/Manager of Legislative Policy, reporting to the Director of Government Affairs, is responsible for managing legislative policy at the state and federal levels. This role is responsible for performing strategic policy analysis to assess impact to PCE's operations, procurement, and programs. The successful candidate will inform PCE management and staff about legislative policy proposals and help keep the organization abreast of the policy proposals and developments that may impact the mission or goals of PCE. This position is instrumental in driving PCE's efforts to be a legislative policy leader in California and the nation, and supporting PCE's mission to reduce greenhouse gas emissions by expanding access to sustainable and affordable energy solutions.

POSITION RESPONSIBILITIES: Legislative analysis: Develop summaries and analyses for key legislative proposals and developments affecting PCE's operations, fiscal health, and ability to offer innovative programs. Legislative engagement: Participate in or lead advocacy on select issue areas before the California and federal legislatures in conjunction with PCE, other CCAs, CalCCA (the CCA trade association), and external lobbyists. Coalition building: Support the Regulatory and Government Affairs team in developing and building relationships with California energy market stakeholders and communicating PCE policy positions to stakeholders. Member agency support: Assist PCE's member agencies with information regarding legislation that could impact their internal municipal or county operations. Coordinate with member agency lobbyists and government affairs staff. Internal business unit support: Inform PCE business units of legislative developments that could impact PCE's operations and ability to comply with state policy goals. Strategy: Proactively identify and develop strategic policy direction in consultation with PCE executive team, staff, the Board, external partners, PCE lobbyists, and CalCCA staff and lobbyists. Provide technical and/or analytic analyses and strategic advice on legislative matters. Other related duties and responsibilities as required. Qualifications: Bachelor's degree and 10+ years of related energy and/or environmental policy experience, or a master's degree in public policy, business, economics or other relevant fields will be considered if the incumbent does not possess 10 years related energy or environmental policy experience. Previous experience in power markets and/or previous experience in regulatory, legislative and/or policy roles. Experience in representing a past organization and partnering with external stakeholders to build consensus. Demonstrated experience with challenging policy issues in a CCA, utility, or similar environment and strategies to address them. Understanding of the CA state legislature and federal legislature processes. Effective and organized project manager and leader. Senior Manager requires the above plus previous experience negotiating energy bill amendment in the CA legislature. Metrics for Success: Ability to represent PCE to legislative staff, election officials, administrative agencies, trade associations, and before public bodies. Exercise good judgment in answering questions; exercising discretion and maintaining confidentiality in all matters. Strategic thinking, strong technical and analytic skills, and attention to detail. Proficiency with Adobe, Office, and other office software. Ability to develop a wide variety of short- and long-term strategic plans and recommendations in response to federal and/or state energy legislation, both pending and active policy changes. Commitment to sustainability, community energy, and mission-driven work. Ability to balance multiple priorities to meet deadlines and escalate key issues. Ability to be nimble and self-directed in a highly fluid and rapidly changing environment. Ability to act with integrity and professionalism. Ability to work collaboratively with diverse teams, consultants, agencies, and constituents. Strong work ethic and able to take on initiative/working in a fast-paced, growing, and dynamic public agency. Strong interpersonal skills and ability to work with diverse communities and people of different cultures, backgrounds, and opinions. Experience developing working relationships that demonstrate high trust, collaboration, and team-player attitude. Access to reliable transportation to attend occasional PCE events, meetings, and workshops, approximately once per month and frequent meetings held in Sacramento. This role demands an organized individual with strong attention to detail, capable of supporting multiple projects, excellent analytical ability, and experience in legislative negotiations.
