The Senior Payroll Specialist role independently performs a variety of complex technical and administrative duties related to processing and coordinating the payroll for Douglas County employees. Other primary duties include auditing payroll summaries, ensuring timely and accurate tax payments and forms are submitted, overseeing garnishments, payroll check reconciliation, payroll liability reconciliation, producing wage reports, assisting employees with payroll questions/concerns, participation in the testing of new accounting and other system functionalities, and payment of invoices for payroll liabilities and garnishments. The Senior Payroll Specialist will need to ensure that all necessary policies and procedures are adhered to while processing payroll as well as management/regulatory reports. Will work closely with a third-party payroll service provider.
ESSENTIAL DUTIES AND RESPONSIBILITIES: (The following examples are illustrative only and are not intended to be all inclusive.)
Directs and oversees payroll-related processing data between the department, payroll representatives, management, and third-party payroll provider according to established policies, procedures and regulations, and is responsible for the final audit and verification of each payroll run
Prepares payroll ensuring timely accurate calculations of wages, tax withholdings, benefits, leave accruals and usages, and employee deductions
Reviews and validates the accuracy of attendance and leave tracking
Reviews all interim payroll checks including final payments for terminated employees
Prepare and reconcile payrolls, direct deposit files, labor, and payroll postings
Manage timesheet labor adjustments including retros and one-time overrides
Calculate and process supplemental off cycle payroll checks for election judges and extra duty pay
Act as a liaison between the Payroll division and IT to ensure the payroll system is updated and maintained with any software updates and tax table updates, and adhere to Federal, State, and local requirement compliance standards
Assist with audit schedules for internal and external auditors as needed
Assist with payroll related year end notes for the Annual Comprehensive Financial Report
Be responsible for supporting accurate and timely completion of payroll month-end closing process, perform monthly payroll related balance sheet account reconciliations
Provide support for special ad-hoc projects as directed
Verify salary changes, tax withholding changes, and other forms of compensation changes
Review and verify information from personnel action forms, including, but not limited to, resignations, retirements, reclassifications, salary adjustments, and merit adjustments to ensure changes have been captured in payroll
Review and verify personnel records and changes
Implement and monitor all payroll deductions including garnishments, wage assignments, and tax levies
Prepares periodic account statements, summaries, forms, and reports, including monthly, quarterly, and yearly financial statements
Maintain files, generate reports, and prepares check requests and journal entries for all payroll-related expenditures
Assist in establishing procedures for payroll programs
Prepare and submit reports and deposits to ADP for all state and federal; reviews and reconciles all W-2s and quarterly reports prepared by ADP
Prepares adjusting journal entries to correct financial records as necessary
Work closely with the Treasurer's office in the reconciliation of outstanding payroll checks and the Colorado Payback process
Provide technical information and instruction regarding applicable procedures and methods; interpret and explain rules and regulations
Responsible for statutory publications in newspaper
Monitor 1042-S returns
Performs a wide variety of interactions with individuals which includes answering questions, screening, providing information, explaining department/division policies and procedures, and resolving routine complaints or problems
Participate in personal growth opportunities, and attend trainings designed to enhance capacity to bring new skills and ideas to the job and the organization
Provides accounting backup where needed
Performs other duties as assigned
EDUCATION and/or EXPERIENCE:
High school diploma or GED required, Associate or Bachelor's Degree in Accounting, Business Administration, Public Administration, Finance, or related field preferred. Three (3) years of relevant payroll/accounting experience including at least one (1) year of technical payroll processing is required, government experience preferred. A combination of education and experience may be considered.
CERTIFICATIONS, LICENSES, & REGISTRATIONS: This position requires successful completion of a criminal background check including fingerprinting through a national database.
