We're looking for a dynamic program leader who is both detail & security oriented to help lead one of the best & brightest teams of developers.
Ideally, this individual will have a mixed background, having worked in development (5-10+ years) and business functions (5+ years).
Ideally, this person has managed technical programs for early stage companies and products.
The Oracle State & Local Global Industry Unit is a brand-new organization that is in the process of designing & developing a suite of SaaS applications for local government markets using cutting edge technologies.
As we grow out our development teams, we are in need of a program manager to lead and refine processes, lead delivery on strategic objectives, and coordinate with our stakeholder community.
These are exciting times in our space - we are growing fast, still at an early stage, and working on ambitious new initiatives.

This is a Criminal Justice Information Systems (CJIS) sensitive position and will require a fingerprint-based background investigation, conducted by customer criminal justice agencies, to determine an applicant's eligibility for access to criminal justice information.
Employees hired for this position will be required to obtain and maintain CJIS access approval by Federal, state, and/or local agencies for Criminal Justice information, related law enforcement databases, and communications systems.
Candidate responsibilities include:

Developing, leading and delivering programs that support the goals of the development organization

Delivering large scale project on-time with high quality and attention to detail and focus on security

Manage business communications, processes and deliverables

Coordinate with stakeholders to ensure we meet business objectives across the organization

Coordinate with other development team leads & management

Preferred Qualifications:

At least 10 years of technical program management, with a preference for having worked in development organizations

At least 5 years' experience as a project manager

Experience designing, building and operating SaaS applications

Knowledge of and comfort with technical concepts, terminology and delivery models

Experience with cloud infrastructure components & services; OCI a plus, but not required

Experience with DevOps processes & procedures

Strong knowledge of data structures, algorithms, operating systems, and distributed systems fundamentals

Experience in public safety, public administration or other state & local government a plus

Experience working with Agile development frameworks

Responsibilities

Identifies, prioritizes, and successfully executes a broad portfolio of functional initiatives and programs.
Plans and directs schedules for multiple programs running simultaneously.
Partners closely with global cross-functional teams to understand and capture requirements for programs.
Navigates complex dependencies between cross-functional teams and organizational priorities to optimize the critical path and addresses & mitigates risks.
Effectively influences internal and external teams to prioritize; Drives mitigation plans and ensures ownership for each item and regular follow up through to program closure while ensuring resolution of risk and issues, escalating, as necessary.
Provides rigorous management and analysis of overall portfolio budget (including spend and forecasted spend vs. budget, spend per program and historical trends, etc.).
Establishes scalable frameworks (process, tools, etc.)
for the end-to-end project and manages stakeholders applying project management standards and documentation best practices.
Runs standups and sprint planning exercises for programs owned.
Builds and maintains consistent reporting across numerous programs.
Determines methods and procedures on new assignments and may coordinate activities of other personnel.
Performs other duties as assigned.

US: Hiring Range: from $97,400 to $199,500 per annum.
May be eligible for bonus and equity.
Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle's differing products, industries and lines of business.
Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.

Paid time off: Flexible Vacation is provided to all eligible employees assigned to a salaried (non-overtime eligible) position.

Vacation accrual is prorated for employees working between 20 and 34 hours per week.
Employees working fewer than 20 hours per week are not eligible for vacation.

Paid sick leave: 72 hours of paid sick leave upon date of hire.
Refreshes each calendar year.
Unused balance will carry over each year up to a maximum cap of 112 hours.
