POSITION SUMMARY:
This position will focus on traffic engineering projects including areas of traffic signal design, signing, pavement markings, and analyses. This position is recognized as a technical specialist with an in-depth knowledge in the focus area. This position is responsible for the complete management of all assigned projects, ranging in size and complexity. This includes identifying and meeting client expectations, pricing and negotiating contracts, performing engineering services, oversight of project quality, resource identification and management, meeting project schedules, and profitability goals. May participate in developing and maintaining client relationships, and marketing company services.
Essential Functions & Responsibilities:
Executes planning for projects, including development of the project scope, task organization, estimates of effort and other required resources, and schedules necessary to complete the project.
Executes internal project setup procedures in accordance with the company's policies.
Directs, manages and participates in the production of the project deliverables including preliminary studies, plans and cost estimates, and oversight of design surveys.
May participate in the monthly project accounting process, including review of time and expense charges to projects.
Reviews and assesses the progress and financial performance of all assigned projects on a regular basis.
Communicates openly and frequently with clients during the course of a project.
Conducts project closeout, including contract closeout and internal evaluation of project performance.
Understands the company's client service model and applies these principles to all interactions with clients.
Participates in developing a culture of discipline, where the meeting of goals and deadlines is required.
Stays abreast of new engineering trends and techniques.
Implements divisional and company standards and company processes.
Develops and fosters an open environment encouraging communications among team members assigned to a project.
May assist with developing business; develops proposals; makes client presentations.
Mentors Project Managers.
Manages all aspects of project deliverables and assists other lower-level PMs.
May participate in on-going client maintenance and support opportunities.
May recommend staff resource planning and train staff.
May assist with accounts receivable in accordance with company policy.
May assist with the monthly project accounting process.
Reviews personal and staff labor utilization; makes corrections.
Recommends sub-consultants.
Selects staff for project teams; provides performance feedback.
May have direct reports and participate in the hiring of employees.
May act as a primary contact with State and Federal agencies.

Education:
Bachelor's degree in civil engineering or related engineering field required.
Experience:
12 + years engineering experience in appropriate discipline and Texas P.E. licensure required. Knowledge/experience of MicroStation, GIS, and related design software preferred.
Travel Expectations:
Must be able to travel in-state and out-of-state on occasion, which usually would consist of visiting other office locations, project sites, attending seminars or business meetings. Minimum travel is 20% of the time depending on projects.
