Description Leidos has an extensive Proposal Operations team that supports growth objectives for the US Navy & Marine Corps IT Business Area.
This Business Area includes the Service Management, Integration, and Transport (SMIT) contract, which is the largest IT services program for the Navy, delivering the core backbone of the Navy-Marine Corps Intranet, including cybersecurity services, network operations, service desk, and data transport.Leidos is seeking an experienced candidate for a Senior Proposal Manager position within the Navy & Marine Corps IT Proposal Operations organization.The Senior Proposal Manager is responsible for understanding customer requests and developing accurate, awardable, and executable proposals, planning ROMs, and customer presentations.
In this position, the candidate will work with various departments throughout the company and internal to the US Navy & Marine Corps IT Business Area to respond to customer contract modification and order requests and manage the end-to-end process from pre-proposal and request receipt through proposal development, negotiation, until award.
The candidate is responsible for performing or coordinating all activities to complete bids with the exception of pricing and solution development under very tight deadlines.The Senior Proposal Manager will directly support US Navy & Marine Corps IT Business Area, including the three domains of SMIT, inclusive of MCEN, ONE-Net and NMCI, serving as a core member of the Proposal Operations Team.
The candidate will support development of quality new business and on-contract-growth/sole source efforts for service orders, program modifications, and project orders and requests.
Candidates will be expected to have an understanding of Federal contractor bid and proposal management standard practices.
The successful candidate must learn and adapt quickly to new processes and technologies and have ability to work in a self-driven manner in a fast-paced environment.
In this position, the Proposal Manager will need to exhibit strong leadership skills, and the ability to work with program and functional teams to drive tasks to closure.Primary ResponsibilitiesParticipate in strategy sessions on assigned proposalsLead proposal and other responses to Government requests for standard, medium and high complexity program modifications and projects and as well as standard service ordersSupport efforts to enhance standard proposal libraries in support of organization-wide proposal development tools and templatesSupport customer negotiationsWork in partnership with internal teams to develop a solution, proposal, and other required documentationEnsure proposals are properly scoped, evaluate assumptions, identify risks, evaluate cost, and ensure responses meet requirementsLead proposal review meetings to ensure integration of all proposal activitiesLead proposal writing and identify subject matter experts that can effectively contribute to responding to proposal requestsDevelop and oversee proposal schedules, ensure milestones/tasks are met by internal and external teams, ensure teams meet and exceed proposal deadlines, and deliver on commitments to the GovernmentHelp develop presentation materials for both internal and external needs and ensure consistency and adherence to company's requirementsDrive teams through all stages of proposal development including BOE and BOM activities, pricing, and submissionsDevelop bid budgets and manage efforts within those estimatesInterpret technical and management requirements of Federal Government solicitations (e.g., RFPs, RTEPs, RFIs)Oversee/produce schedules, outlines, compliance matrices, proposal kickoffs, and technical solution sessionsFacilitate proposal reviews (e.g., AMU's, Initial Draft, Red Team) and make ongoing recommendations to ensure compliance and increase proposal scorabilityEnsure document and version control for all deliverablesMaintain tight, proactive communication with proposal and business unit leadership to ensure all necessary resources and activities are available to achieve a successful proposal submissionManage multiple proposal tasks with sometimes rapid turnaround deadlinesOther duties as requiredBasic QualificationsBA degree and 12 - 15 years of prior relevant experience or Masters with 10 - 13 years of prior relevant experienceHas expert knowledge of industry practices, advanced techniques and solutions within a professional discipline to develop new standards, processes, and solutionsServes as a subject matter expert across LeidosProblems are complex and typically impact multiple area or disciplines.
Provides measurable input to new solutions, processes or standards in order to achieve functional/project objectivesRequires ability to communicate with executive leadership (internally or client) regarding matters of significant importance to the organization/projectWorks to convince others to accept area's view/current practices and agree/accept new concepts, practices and approachesStrong customer communication skills, with the ability to illustrate a clear understanding of RFPs/SOOs/SOWsPrior experience in the development and management of federal contract proposalsStrong analysis skills, with the ability to identify and improve processes and determine needs to successfully deliver proposals in short turnaround timeframesAble to multi-task, self-assign work, and function in a dynamic, fast-paced environmentUtilization of tools such as SharePoint Online, MS Project, Excel, Word, and TeamsExcellent verbal and written communication skills, with the ability to succinctly communicateUS citizenship and the ability to obtain a DoD SECRET security clearanceAbility to manage multiple projects simultaneouslyAbility to manage geographically disparate teamsAbility to create original content using interview and research techniquesPreferred QualificationsCurrently possess an active DoD SECRET security clearanceWorking knowledge of Leidos' proposal processes and standardsExperience bidding on DON RFPs, especially modifications to existing contractsExperience with Program/Project Management principles and concepts (WBS, PWS, IMS, RACI, Risk Management)Prior experience with Navy programsConsidered a Subject Matter Expert in Proposal ManagementGovernment proposal management experience for IT solutions and services procurementsFormal proposal training and/or relevant certifications (e.g., APMP, PMP)Ability to remain upbeat, positive, and constructive within a dynamic environment operating under high-pressure deadlinesConfidence with additional proposal-relevant software, such as Project, PleaseReview, Salesforce, etc.Original Posting Date:2024-09-27While subject to change based on business needs, Leidos reasonably anticipates that this job requisition will remain open for at least 3 days with an anticipated close date of no earlier than 3 days after the original posting date as listed above.Pay Range:Pay Range $122,200.00 - $220,900.00The Leidos pay range for this job level is a general guideline onlyand not a guarantee of compensation or salary.
