IEM is looking for a Senior Training Specialist / Instructor with a strong background in continuity and resilience.
Essential Functions include assisting with developing strategic- and operational-level policy documents, including strategic plans, concepts of operation, implementation plans, directives, guidance, memorandums, and other documentation.
Support meetings, take detailed notes, and brief the government staff on the outcomes of meetings.
Support the development of national and stakeholder-level policies and plans.
Conduct recurring training courses and technical assistance planning workshops for stakeholders, including federal, state, local, territorial, and tribal government partners or private sector and non-governmental organization partners.
Design curriculum using generic instructional and design theories (e.g., Kirkpatrick Model of evaluation, ADDIE method) and utilizing the SMART method for objective writing for the new course curriculum.
Build and deliver curriculum and technical assistance in classroom and virtual environments for federal and non-federal audiences.
Draft training development plans and course content materials (ex., MS PowerPoint slides and accompanying Trainer Facilitation guides).
All deliverables shall be suitable for use by senior officials (SES-level and political appointees) participating in the training program.
Lead/create needs analysis for tasks, objectives, and audience; develop business case studies to justify course development/changes.
Conduct focus groups for smaller groups of subject matter experts to vet course content and structure.
Provide evaluation activities (including tests, drills, and other exercises).
Focus on the collection, management, and analysis of government mission resilience data at the national, federal, state, local, tribal, and territorial levels, including information contained in after-action reports, evaluations, surveys, plans, grant applications, and risk assessments.

Certificates/Security Clearances/Other
Minimum Qualifications:
FEMA Master Continuity Practitioner, with completion of the Continuity Excellence Series (CES) Level II requirements.
Must possess an active security clearance, Top Secret/SCI preferred.
At least 10 years of experience in emergency planning, with strong governmental continuity of operations (COOP) experience.
Must reside within commuting distance of the National Capital Region.
A Master's Degree is preferred, but will consider a bachelor's degree with more than 10 years of experience.
Must be legally authorized to work in the U.S.
Additional Qualifications/Responsibilities
Advanced ability to use provided IT tools and document management tools to create, organize, and maintain project documents.
Advanced knowledge of standard office procedures and intermediate computer operations to include a working and functional use (preferred intermediate to advanced) of all Microsoft Office applications, including Word, Outlook, and Excel, as well as smartphone /text usage.
Ability to effectively communicate (written and oral) with team members and local, state, and federal stakeholders.
Solid written, verbal, and organizational skills.
Ability to work independently with minimal supervision and within a team framework to accomplish objectives under a tight deadline.
Able to remain flexible and adapt quickly to changes.
Strong customer service and instructional skills.
Primary Location:
Candidates must reside in the National Capital Region or be able to commute to perform work on the client site in Washington, D.C.
Travel Requirements:
This position will require work to be conducted onsite and may require work on weekends or in excess of 40 hours per week.
Travel and other expenses are reimbursable per Federal Travel Regulations.
Once hired, you will perform periodic work on a client site in Washington, D.C., and deploy (travel) across the United States to additional client sites as needed.
You will work remotely from home when not assigned or deployed to client sites.
