Job SummarySupports the CGN NB Product Support Manager in a hybrid work setting in San Diego, CA (or fully remote as appropriate), providing critical support to the Service Life Extension (SLE) Space Acquisition operations of the Mobile User Objective System (MUOS) and Space Systems Command (SSC). Provides SLE Space acquisition logistics support activities in accordance with DOD 5000.01, DOD 5000.02, DoDI 5000.91, and DoDI 5000.88 in the following task areas: supportability and maintainability impacts (e.g. level of repair analysis); parts and materiel selection; operations and maintenance manpower; personnel and support procedures; training strategy/materials; corrosion and prevention control; and safety and mishap reports associated with materiel and design deficiencies. Telework is supported at 50%. Travel is required.
Responsibilities and DutiesDrives relationships of SLE system design parameters to product support resource requirements. Plans for product support with an emphasis on system readiness, controlling total life cycle costs, meeting schedule/deadlines, and minimizing supportability risk. Ensures SLE design compliance with DoDI 4140.67 DoD Counterfeit Prevention Policy. Identifies SLE long-lead production items (i.e., Government Furnished Equipment (GFE), Government Furnished Information (GFI), and Communications Security (COMSEC) and ensures requisite parts/materiel is appropriately sourced IAW DoDI 4140.67 DoD Counterfeit Prevention Policy, is available, on schedule, and in required quantities. Identifies opportunities in SLE design/development to adopt/integrate Satellite control modular predictive and corrective maintenance methodology/fault ascriptions that map observable faults to the corresponding affecting factors (causes) and prescribe planned and/or corrective maintenance actions. Ensures cost-effective obsolescence management processes. Advises and collaborates with internal and external program stakeholders in working groups and reviews. Coordinates with other CGN branches, and segments, and supports contractors to arrive at (and document) optimal and executable support plans. MUOS Life Cycle Sustainment Plan (LCSP) updates, logistics product development/updates, and Configuration Control Board (CCB) logistics impact assessments. Manages and completes assigned actions independently and within assigned cost/schedule/performance parameters. Captures ILS-related action items and tracks and manages them to resolution, supports Command data call responses, and provides logistics support necessary to enable sustainment of the NBSC systems. Helps predict and manages parts obsolescence and foster the development of required modernization and design changes in accordance with the NBSC/MUOS change process. Evaluates the ILS impacts associated with proposed and approved MUOS SLE and NBSC follow-on program configuration changes and oversees the implementation of ILS updates necessary to support the fielding of those changes. Evaluate proposed changes to system baselines throughout development, testing, and fielding, assess ILS impacts, and ensure system supportability updates are applied in time to support changes to the functional configuration baseline. Update, validate, and distribute MUOS/NBSC logistics-related technical documentation such as the Level of Repair Analysis (LORA), Job Description Task Analysis (JDTA), Interactive Electronic Technical Manual (IETM) procedures, Computer Based Training modules and training support materials, and sparing strategy. Develop and provide logistics inputs to other documents such as but not limited to Selected Acquisition Report (SAR), Security Classification Guides (SCG), and Acquisition Program Baseline (APB) and Acquisition Decision Memorandums (ADM). Develop, update and employ studies, plans, reports and analyses such as Performance Based Logistics (PBL) Business Case Analysis (BCA), performance agreements, Depot Source of Repair (DSOR) agreements, and Property Management and supply chain management strategies necessary to ensure system readiness while controlling cost. Provide ground services to include all ranges, networks, data centers, and ground-based space sensors, training, defensive cyber operations, satellite on-orbit support, operational and depot maintenance, and sustainment of all NBSC systems. Oversee and manage all MUOS ILS SME assigned Information Technology Service Management (ITSM) classified and unclassified incidents to resolution/closure. Provide analysis of safety hazards, failure causes, effects, and trends, measurement of mean logistics delay time (MLDT) and mean time to repair (MTTR) and the consequential impact on system reliability and maintainability and developing solutions to improve overall system readiness. Participate in on-orbit investigations by providing risk assessments and recommendations. Provide support for facility and infrastructure maintenance to include feeder links, antennas, terminals, radio access facilities, switching facilities, terrestrial network connectivity, and other facilities/infrastructure. Provide support for sustainment of MUOS ground system hardware and software. The A&AS contractor shall support correction of functional defects, cyber defects, and hardware and software obsolescence issues to includes satellite telemetry tracking and control, WCDMA bearer traffic control, switching, and routing; network devices (routers, switches, firewalls, intrusion detection systems); cyber security; Geolocation of interferers; communication network planning, terminal provisioning, fault management, and monitoring of communication services; and interfaces to external systems. Analyze system data logs, call records, performance data, call completion metrics, beam carrier loading, trending, and outage reports to improve call reliability and limit outages and congestion.
Qualifications and SkillsRequired knowledge and years of experience
Must have at least ten (10) years of DoD logistics experience.
Education Requirements
Bachelor's degree in a related field is preferred but not required.
Certifications
Desired Certifications: PMP OR DAWIA PM Level II or Equivalent. Relevant DoD and/or Industry work experience in SATCOM/MUOS. Fluency with Naval Information Warfare Systems Command (NAVWAR) organizations. Experience with ACAT I/II level acquisition programs. Experience in Space Systems Command (SSC) acquisition.

SalaryThe minimum salary starts at $150,000 and the max is negotiable based on experience.
