Education: Possession of an Bachelor's Degree from an accredited college or university with a major in Computer Science, Medical Informatics, Healthcare Administration, Health Sciences, Business Administration, Public Administration, Engineering, Epidemiology, Biostatistics, Social/Behavioral Sciences, or a closely related field.
Experience: Four (4) years of full-time, or its equivalent, experience as a manager, supervisor, or project manager in a healthcare information technology environment having responsibility for one or more of the following areas: application support, development/programming, systems analysis, technical support, and network or server administration; OR Four (4) years of full-time, or its equivalent, experience as a clinical lead, supervisor, or manager performing systems analysis in a healthcare information systems environment; OR Four (4) years of full-time, or its equivalent, experience as a manager, supervisor, or project manager in a public health, health care delivery, or academic institution setting, one (1) year of which must have included direct supervision of staff in epidemiology, surveillance, or program evaluation activities.
Certification: May be required to obtain and maintain vendor specific certifications on applications supported.
The incumbent will be required to obtain the certification requested within 6 months of notification from their supervisor.
Substitution for Experience: Possession of a Master's Degree from an accredited college or university with a major in one of the fields noted above may be substituted for one (1) year of the required experience.
Substitution for Education: One (1) additional year of qualifying experience noted above may be substituted for the required academic major; OR Additional qualifying experience may be substituted for the required education on a year-for-year basis, up to a maximum of two years; OR Possession of professional technical certifications can substitute for up to a maximum of two (2) years of the required education.
Each of the following current and valid certifications can be substituted for six (6) months of required education: Any of the following Epic certifications: Ambulatory, Tapestry, Epic Resolute Hospital Billing, Epic Care Everywhere, Health Information Management, Prelude (Grand Central), EpicCare Inpatient (ClinDoc), Epic Client Systems Administrator/Manager (ECSM), or Operational Database Administrator Certified Associate in Healthcare Information and Management Systems (CAHIMS) Health Level 7 (HL7) certification VMWare Certified Professional (VCP), VMWare Certified Advanced Professional (VCAP), VMWare Certified Design Expert (VCDX) Cisco Certified Network Professional (CCNP), Cisco Certified Internetwork Expert (CCIE) Knowledge, Skills, and Abilities Knowledge of: Principles of healthcare administration and health plan operations Principles of leadership, management, supervision, training and performance evaluation Budget development and management Operations, services and activities of information technology support and analysis program in a health care environment Detailed understanding of information systems design, implementation and management strategies Methods and techniques used to develop, test and implement systems Project and change management Ability to: Supervise, organize, and review the work of subordinate professional and technical personnel Select, supervise, train and evaluate staff Analyze business requirements and design and implement appropriate system solutions Respond to escalated requests and inquiries from system users Communicate clearly and concisely, both orally and in writing Establish and maintain effective working relationships with others Provide and promote excellence in customer service for internal and external customers Acknowledge and respect cultural and linguistic differences of the County's diverse population Typical Tasks Management Responsibilities: Leads, manages, supervises, coordinates and participates in the operational activities for an assigned information systems work group which may include: application development, application support, end user support and education, network or server administration, or systems security Selects, trains, motivates and evaluates information technology personnel Plans, prioritizes, assigns, supervises and reviews the work of staff responsible for developing, implementing and maintaining hardware and software applications, and providing technical and non-technical support to system users Manages assigned projects and budgets; monitors project and budget performance and compliance with applicable specifications, rules, regulations and laws related to information systems analysis; and ensures quality and timeliness of work performed Analyzes information systems requirements and designs and implements processes and/or improvements that promote increased efficiency and effectiveness; identifies resource needs, drafts or updates system documentation; coordinates and provides user training as appropriate; and allocates resources accordingly Provides technical leadership and direction in all phases of software and hardware selection, product development, implementation, testing and support Conducts research on new and evolving computer technologies and recommends systems and improvements for the Department Prepares Requests for Proposal or Information (RFP/RFI) and works with other teams on the selection process Conducts research, and prepares analytical and statistical reports on operations and activities May oversee development and implementation of public surveillance systems, IT systems and technologies to support disease surveillance, case management, program workflow and program evaluation May oversee and direct data interpretation for reports, abstracts, and publications May oversee dissemination of epidemiological findings to a variety of audiences and building partnership with community organizations and academic institutions
