Job Description:
The Office of Labor Affairs in the Office of the United States Trade Representative (USTR) requires the support of Legal Analysts to assist with the monitoring and implementation of the United States-Mexico-Canada Agreement (USMCA). Support personnel must be capable of receiving, cataloging, maintaining, and analyzing notes and files, conducting interviews, researching, and providing recommendations based on analysis, among other support activities, on reports and allegations of suspected violations of USMCA labor commitments, including those filed by members of the public, such as workers, unions, and businesses.
Legal Analysts will support USMCA labor and trade enforcement efforts. Subject matter and tasking may change frequently, including multiple times per day. Tasks may include, but are not limited to:Conduct worker interviews in Spanish.Organize and share notes from worker interviews.Conduct electronic and manual research for identified subject matter.Review documents for identified subject matter.Draft memoranda summarizing and analyzing research results, documents, and worker interviews.Translate research results into English and Spanish.Assist in the creation and updating of tracking logs.Organize electronic files and manage case records.Review, summarize, and prepare documents.Provide oral reports of work conducted for an identified subject matter.Legal Analysts shall:Be fluent enough in both English and Spanish to perform all tasks.Have a B.A. or B.S. in a related field, such as business, economics, industrial/labor relations, sociology, history, Latin American studies, etc.Have at least three years of work experience in a business, legal, labor, policy, or relevant environment. Have exposure to labor issues (a plus but not required).Legal research/analysis background (a plus but not required).The contractor may occasionally perform work upon USTR request at the USTR offices in Washington, DC., or USTR-approved telework or remote location(s) as deemed necessary and appropriate by the client.
