Background:

The United States Agency for International Development's (USAID's) Gender Equality and Women's Empowerment Hub (GenDev) is one of five Hubs within the Bureau for Inclusive Growth, Partnerships, and Innovation (IPI). GenDev advances gender equality and women's empowerment as fundamental for the realization of human rights and key to effective and sustainable development outcomes. The Hub collaborates with Operating Units (OUs) across the Agency supporting USAID's programming globally, in all sectors. It promotes evidence-based gender equality and women's empowerment programming throughout the Agency through its technical outreach and thought leadership, training, technical assistance, and communication outreach.
Jefferson Consulting Group provides institutional support to the GenDev Hub through the GenDev Institutional Support Contract (GenDev ISC). The purpose of the GenDev ISC is to engage subject matter experts and technical expertise to support efforts related to gender integration and equality in the design, implementation, and monitoring and evaluation of USAID programming. The GenDev ISC provides support in a variety of technical areas pertaining to supporting the gender equality and women's empowerment goals of the Agency including improving the ability of USAID to integrate gender and women's empowerment throughout the program cycle and advancing gender equality for women and girls, men and boys, and gender diverse individuals.

Reduce gender disparities in who accesses, controls, and benefits from economic, social, political, legal, educational, health, and cultural resources, as well as wealth, opportunities, and services;
Strive to eliminate GBV and mitigate its harmful effects on individuals and communities, so all people can live free from violence;
Increase the capability of women and girls to fully exercise their rights, determine their life outcomes, assume leadership roles, and influence decision-making in households, communities, and societies;
Advance structural changes that address the root causes of gender inequality and promote equitable gender norms.
Position Objective:

This position will provide subject-matter expertise in gender-sensitive Monitoring, Evaluation and Learning (MEL) for the Hub, IPI, and across the Agency. The position will provide technical MEL advice, support, and guidance to OU and Mission staff to improve strategy, design, implementation, and performance management, learning and adaptation, evaluation, and accountability of programs related to gender equality. The incumbent may provide targeted, technical evaluation and learning support both in the diligence process and to awardees. The incumbent may work with the team / GenDev leadership to establish short and long-term program evaluation goals for the division, develop detailed plans, and execute against them.
Scope of Work:
Provide subject matter expertise to USAID Operating Units (OUs) to support their reporting on the Cross-Cutting Standard Foreign Assistance Gender indicators, and as applicable, develop and apply gender sensitive custom indicators, and reference gender sensitive context indicators.
Provide technical advice to GenDev management and staff to support their reporting on internal Hub monitoring indicators.
Provide technical advice to USAID OUs to engender evaluations by integrating gender into evaluation designs, work-plans, implementation procedures, reports, and post evaluation action plans.
Provide technical advice to USAID OUs to integrate gender into activity/project/program/strategy monitoring, evaluation, and learning plans.
Support GenDev's management of performance and impact evaluations, research assignments, and community of practice activities, and the provision of technical assistance to Missions to manage performance and impact evaluations, research assignments, and community of practice activities for gender equality programming.
Provide technical advice on GenDev's learning agendas relating to women's economic security, gender-based violence, gender in the environment, energy, infrastructure sectors and other focus sectors in GenDev's portfolio.
Provide subject matter expertise for the design and facilitation of GenDev's Collaborating, Learning, and Adapting (CLA) activities, such as conferences, regional meetings, seminars, pause and reflect sessions, and webinars.
Provide support in the technical aspects of GenDev's development of MEL guidance, templates, tools, and best practices for project/activity-level MEL such as logic models, monitoring plans, monitoring checklists, Data Quality Assessments, Performance Plan and Report, and evaluation use plan templates.
Perform other duties as assigned.
The day-to-day management direction and oversight for this position will be provided by a designated member of GenDev staff. As a contractor, this position will not perform "inherently governmental functions," including the supervision of non-contractor personnel, or the signature/approval/authorization of commitments on behalf of the US Government.
Minimum Qualifications:
Master's degree in an appropriate area of specialization, plus at least 8 years of relevant professional experience, or a Ph.D. in a relevant area of study and 3 years of experience;
Possess senior expertise with extensive, enterprise-wide knowledge and experience with gender analysis, and gender integration in programming and/or in one or more sectors including Agriculture and Food Security; Climate and Natural Resource Management; Conflict & Insecurity; Democracy; Human Rights, & Governance; Economic Growth; Education; Energy & Infrastructure; Gender-Based violence (GBV); Global Health; Land & Property Rights; Digital Access & Technology; and Water, Sanitation, & Hygiene.
Strong verbal and written communication skills required
Strong work ethic with a solid customer service focus;
Strong attention to detail;
Ability to work well independently and as part of a team;
Ability to multitask in a fast-paced, deadline-driven, and high visibility environment;
Ability to prepare and deliver quality documents, presentations, and briefings to executive management;
Familiarity with Microsoft and Google Suite of products;
Compliance with all Federal or Agency COVID requirements to access Agency facilities, such as vaccination/public health requirements;
Must be a U.S Citizen and able obtain and maintain a security clearance. Applicants with an active security clearance will be given preference.
Preferred Qualifications:
U.S. Government/USAID experience or knowledge of how USAID MEL works;
Experience working with partner government representatives, international organizations, civil society organizations, donors, or implementing development partners;
Experience working in an international development context.
