BALTIMORE COUNTY PUBLIC SCHOOLS JOB TITLE : Senior Supervisor, Design REPORTS TO : Manager, Design DEFINITION : Manages the planning, organization, and direction of an office of professional employees that oversee the design of capital improvement school facility projects. Assists the Manager in supervising, directing the work of, providing technical leadership to, and evaluating the design team comprised of professional engineers, licensed architects, and office staff. EXAMPLES OF DUTIES : Oversees project management and associated staff in the design of complex school facility improvement projects. Works with the Manager, Design to develop and implement staffing assignments to ensure adequate coverage for all projects. Tracks overall capital program financial and administrative information including budget allocations, change orders, contracts, and board of education approval submissions. Provides technical expertise for difficult or unusual project issues. Routinely meets with Project Management staff to review project progress. Consults with the Manager regarding staffing assignments for capital design projects, Special Project Requests, and Grant funded design. Evaluates and documents staff performance in accordance with BCPS standards. Provides high-level review of designs, change orders requests, requests for information, and consultant pay applications during design. Reviews account funding to track budget. Reviews contracts for adherence to standards, schedules, and budgets. Administers and reviews contracts, contract interpretation, design documents, and claims related to ongoing projects. Perform quality control on information provided in various forms and documents required by the State's Interagency Commission on Public School Construction. Coordinates efforts of various Baltimore County Public School divisions as they relate to capital projects. Resolves issues which affect the interests of Baltimore County Public Schools. Provides advice and guidance to management and staff regarding engineering and capital improvement matters. Assists the Manager with the evaluation and interviewing of potential consultants for design. May be a panel member on consultant selection committees. Coordinates transition from planning, through design completion and into the bidding process. Works with county, state and federal agencies, local authorities having jurisdiction and collaborates with consulting engineers, architects, and others to investigate and resolve project issues. Coordinates with the Senior Supervisors from the planning and construction groups to improve project coordination, scheduling, and overall project quality. Performs other duties as assigned. MINIMUM QUALIFICATIONS :
Education, Training and Experience : Graduation from an accredited college or university with a bachelor's degree in Engineering, Architecture, or related field. Ten years of progressively responsible experience in the field of engineering and/or architecture. Experience at a supervisory level or supervising project management staff. Experience in public K-12 or higher education preferred. Licenses and Certifications : Possession of a license as a Professional Engineer or Architect in Maryland is preferred. Possession of a LEED professional accreditation is preferred. Note: Other combinations of applicable education, training, and experience that provide the knowledge and skills necessary to effectively perform the duties of the position may be considered.
Knowledge, Skills, and Abilities : Comprehensive knowledge of the fundamentals and best practices of architectural and engineering design. Broad knowledge of multiple design disciplines including architectural, mechanical, electrical, plumbing, structural, and civil. Extensive knowledge of capital program and project management, including contract administration and budget preparation. Strong financial skills creating and tracking project financials. Ability to establish, cultivate, and maintain effective working relationships. Ability to manage confidential information effectively. Strong verbal and written communication skills. Knowledge of e-Builder © software is preferred. Proven ability to lead diverse staff of professional engineers, licensed architects, and office staff. Strong organizational and team building skills are required. Skill in the review of capital projects. Experience in writing complex reports, memos, and other correspondence to a variety of stakeholders. Skill in the supervision of professional and technical staff. Skill in solving complex construction issues. PHYSICAL AND ENVIRONMENTAL CONDITIONS:
The work of this class includes travel throughout Baltimore County in the review of capital project sites. Accesses sites in both pre and construction conditions including but not limited to crawl spaces, roofs, attics, boiler rooms, penthouses, mechanical rooms, and other limited access spaces. Requires walking, standing, and climbing at job sites. Requires the use of ladders to access sites and the ability to access limited access spaces. Work includes the operation of office equipment, including personal computers.
CONDITIONS OF EMPLOYMENT: Employees may be required to work beyond their normally scheduled hours with little or no advanced notice. Work schedules may include nights and weekends. Work involves frequent interruptions, deadline pressure, and confrontational situations. FLSA : Exempt SALARY: Grade 09 on the BCPS OPE 12 Month payscale $95,138 - $150,025. Eligible for the Baltimore County Employees' Retirement System.

Pre-Employment Requirements: All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (per COMAR) completed. The fee charged for fingerprinting is $109. An identification card will be issued which must be shown prior to employment. Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US. If you have military experience you will be asked to provide a copy of DD214. Official transcripts for all higher education must be received prior to contract signing. Some positions will require employees to undergo a physical examination and/or drug testing. All newly hired personnel must attend a Badges and Benefits session.
