Job SummaryGeneral Atomics (GA), and its affiliated companies, is one of the world's leading resources for high-technology systems development ranging from the nuclear fuel cycle to remotely piloted aircraft, airborne sensors, and advanced electric, electronic, wireless and laser technologies.We have an exciting opportunity for a Subcontracts Manager to join our Subcontracts team at our location in Rancho Bernardo, CA.  This role will primarily support our Space Systems Division, but may also support other areas as well from time to time. Requires strong analytical skills, critical thinking, problem solving, written and verbal communication, and ability to work independently, in a team environment and provide subcontract leadership for the company.DUTIES & RESPONSIBILITIES:Provide leadership to management and program managers on procurement/subcontracts issues relating to government, commercial and international subcontracts.Manage subcontract policies and procedures to ensure efficiency and compliance with appropriate laws and regulations while meeting company objectives. Recommend modifications to operating policies as needed.Manage work assignments and provide direction to staff while ensuring subcontracts processes meet assigned timelines.Review confidentiality agreements, license agreements and other documentation for conformance to business objectives, company policies, economic conditions, and for compliance to laws and government regulations.Manage the subcontracts portion of company proposal preparation.Perform a final review and evaluation of RFP/RFQs, source selection decisions, price/cost analyses, terms and conditions, and other subcontract documentation.Identify and manage subcontract issues and develop creative solutions to resolve highly complex problems.Act as primary contact for subcontracts activities and issues. May represent the company with subcontractors and suppliers, potential subcontractors and suppliers, and government representatives.Manage the planning, attraction, selection, retention, and development of human resources to ensure the availability of the required management and professional talent.Maintain the strict confidentiality of sensitive information.Performs other duties as assigned or required.We recognize and appreciate the value and contributions of individuals with diverse backgrounds and experiences and welcome all qualified individuals to apply.Job QualificationsTypically requires a Bachelors degree in business, law, or a related field and eleven or more years of progressively complex experience in contracts with at least five of those years managing contracts/subcontracts processes and personnel. May substitute equivalent experience in lieu of education.Demonstrates detailed and extensive technical expertise and application of government/commercial/international contract administration principles, concepts, and practices as well as comprehensive contract/subcontract management and leadership skills.Must have a thorough understanding of applicable laws and regulations including Federal Acquisition Regulations (FAR), FAR supplements and the Uniform Commercial Code (UCC).Must possess the ability to resolve unusually complex management and technical problems while serving as spokesperson on assigned projects and/or programs.Strong communication, leadership, presentation, and interpersonal skills are required to enable an effective interface with other departments, all levels of management, professional and support staff, customers, potential customers, and government representatives.Must be able to work on a self-initiated basis and in a team environment, and able to work extended hours and travel as required.Job CategoryContracts/Sub Contracts/Purchasing Experience LevelManagementWorkstyleHybridFull-Time/Part-TimeFull-Time Salary Pay Range Low100,290Pay Range High183,098Travel Percentage Required0% - 25% Relocation Assistance Provided?YesUS Citizenship Required?YesClearance Required?NoCompany: General Atomics City: San Diego State: California
