The Subject Matter Expert III (SME III) full-time position supports the headquarters staff for a U.S. Federal agency and its stakeholders. In support of the agency's mission, the SME III is responsible for providing strategic technical expertise for all major capability areas, developing next-generation business opportunities, and is responsible for overseeing technical solutions in providing new services to customers. SME III team members are recognized and highly regarded experts in their area of expertise, and work with customers to identify strategic solutions for complex technical issues. The DOE Vice President, serving as the Executive Project Manager, manages this position.

**This position is contingent upon contract award. Core Responsibilities: Initiates, supervises, and/or develops requirements from a project's inception to conclusion for complex to extremely complex programs developing a decisive US capability to Counter Weapons of Mass Destruction and Proliferation of WMD materials. Ensure technical products and services consistently meet the customer's mission objectives by increasing collaboration across the interagency and Allies/partners. Provides strategic advice, technical guidance, and expertise to program and project staff. Provides detailed analysis, evaluation, and recommendations for improvements, optimization development, and/or maintenance efforts for client-specific or mission-critical challenges/issues. Consults with clients to define need or problem statements, supervises studies, and leads surveys to collect and analyze data to provide advice and recommend solutions. Continually demonstrates excellent judgment and unwavering ethics. Supporting Duties/Responsibilities May Include: Develop and maintain a professional and trustful relationship with the customer's management and leadership personnel. Conduct regular weekly check-ins with the Executive PM and leadership team. Inform and monitor various customer Research and Development programs and their contracted product and service delivery.
Maintain awareness of strategic threats, capability gaps, and disruptive technology development efforts in the CWMD/CP mission space. Collaborate with mission partners across the interagency and Allies/partners to ensure the most efficient use of resources focused on CWMD/CP threats. Analyze available data to focus and prioritize Research and Development efforts as they apply to strategic threats. Supervise and mentor junior scientists, not only within BVG but across the interagency and Allies/partner nations. Ensure after-action reports are prepared, lessons learned, and best practices are gleaned, and improvement planning is conducted and implemented. Coordinate with federal, state, and local agencies, Allies/partners, and Industry partners planning to participate in customer-contracted engagements to ensure critical objectives are met. Encourage and develop new initiatives to support the strategic direction of the program. Supervise and lead the BVG team and their delivery of contracted products and services.
Build a technically sound workforce and provide for their continued/consistent professional development. Develop and maintain team subject matter expertise across all required disciplines. Ensure Program goals are met and tracked for success. Provide strategic guidance to teams/team members that promote a culture of strong ethics. Ensure team members understand and are committed to traveling to support the customer's priorities and program deliverables. Adhere to established standards and guidelines provided by the customer, including standards supporting the appropriate levels of national security clearance as required. Maintain team business core hours at client-directed work locations, including some nights and weekends depending on the project tasks and real-world events. Required Skills/Abilities: Applicants must demonstrate deep knowledge/understanding and be recognized as Industry Leaders in the following areas:
WMD Defeat, WMD Pathway Defeat, and CBRN Response policy and operational planning. Interagency WMD Crisis Response operations. First responder missions for WMD and CBRN threats and hazards. Emergency Preparedness and Emergency Management Concepts, including, but not limited to, PPD-8, National Preparedness, whole community planning frameworks, and Federal interagency operational plans; NIMS; State/local EOC Operations; Federal operational centers/command post operations; and capability and resource management. Must be willing and able to travel domestically and/or internationally for approximately 35% of allotted annual work hours. Ability to speak and write clearly and concisely to various audiences. Reside within the National Capital Region (NCR) and report to work at the customer's headquarters in Washington, D.C., when required. Eligible to obtain and maintain a Department of Energy Q clearance, DoD Top-Secret clearance if required by the customer, with preference given for current clearance holders. Possess a valid driver's license and U.S. passport. Education and Experience: Minimum of a master's degree, with a combination of education and experience in Counter Weapons of Mass Destruction, emergency management, national security mission area, or homeland security. 10 years of experience planning, developing, and leading complex Research and Development efforts. Possess five (5) years working in a related field of CWMD/CP, emergency management, critical infrastructure, or other similar experience. Physical Requirements: Must be able to walk, stand, or sit at a desk for prolonged periods of time. Must be able to work in austere environments/conditions when required for mission and training support.
