Duties The BLS headquarters is currently located in Washington, D.C. but is in the process of relocating within the National Capital Area to the Suitland Federal Center in Suitland, Maryland. If selected for this position, your assigned duty station will be Washington, D.C with the option to telework from an approved telework site within the locality pay area of Washington, D.C./Baltimore/Arlington while the future headquarters is being built. Upon completion of the new headquarters offices in Suitland, MD, you will be required to report onsite to the Suitland Federal Center for some portion of each pay period after receiving notification to do so. Duties include, but are not limited to the following: Participates with Bureau program and project staff in planning and developing specifications for programs and systems.Develops detailed budget estimates. Identifies possible field implementation problems, ascertains and articulates regional office and state or contract needs, and participates in the headquarters decision-making process concerning content and timing of survey and related activities, resource allocation, etc.Oversees execution by Bureau regional staff of the annual labor force Federal/State cooperative agreements.Serves as the focal point for regional staff and functions as their liaison with program offices on all matter related to the assigned surveys.Coordinates program implementation and monitors regional office and state and contract survey activities.Requirements Conditions of EmploymentMust be at least 16 years old.Must be a U.S. Citizen.Candidate required to obtain the necessary security/investigation level.Subject to financial disclosure requirements.Requires a supervisory probationary period if the requirement has not been met. QualificationsYou must meet the Basic Requirements and the Specialized Experience to qualify for Supervisory Economist/Supervisory Statistician (Economics), as described below.Basic RequirementEconomist, 0110: A) Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. OR B) Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.Statistician, 1530: A) Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing. OR B) Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.Specialized Experience In addition to the basic requirement above, applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the federal service. This one year of specialized experience must be in or related to the field of economics or statistics and must have equipped the applicant with the particular knowledge, skills, judgment, and technical competence in order to successfully perform the duties of the position to be filled. Specialized experience is defined as work that demonstrates a thorough understanding of economic principles and theories as well as experience with the following:Coordinating and monitoring economic or statistical projects and providing input and guidance to achieve program development, business process improvement, production activities, and research; andDeveloping new methods of economic or statistical analysis or knowledge for important decisions on economic or statistical programs or services; andManaging resources, planning work, setting and adjusting priorities, and preparing schedules for the completion of assignments with tight deadlines.EducationAny applicant falsely claiming an academic degree from an accredited school will be subject to actions ranging from disqualification from federal employment to removal from federal service.If your education was completed at a foreign college or university, you must show comparability to education received in accredited educational institutions in the United States and comparability to applicable minimum coursework requirements for this position. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interest and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.Supervisory Financial Disclosure: This position is subject to the confidential financial disclosure requirements of the Ethics in Government Act of 1978 (P.L. 95-521). Therefore, if selected, you will be required to complete a Confidential Financial Disclosure Report (OGE Form 450) to determine if a conflict or an appearance of a conflict exists between your financial interest(s) and your prospective position with DOL.
