The Supply Technician is responsible for managing Consolidated Installation Property Book Office (CIPBO) property records. The Supply Technician manages all property book supporting documents that affect the property book balance. The Supply Technician has the responsibility of solving any problems regarding IPBO logistical matters within the Government Property Asset Management. They also play an advisory role by consulting with customers and employees with questions about the property book. They work closely with the Property Book Officer (PBO) and IPBO Supervisor to ensure the swift delivery of critical equipment. The Property Book Technician will have knowledge of operational policies, procedures, and logistics goals. Prepares and submits reports as required.

Responsibilities:Works with a framework of established supply regulations, policies, and procedures and in the resolution of issues encountered in the process.Conducts maintenance of historical files, Administrative Adjustment Reports (AAR), receipts, issue, and transfer documents.Performs duties involving request, receipt, storage, issue, accountability, and the preservation of individual, organizational installation, facilities, and expendable/durable property and equipment.Operating and maintaining the Global Combat Support System-Army (GCSS-Army), an automated supply system for accounting of Government property.Ensures all MTOE/TDA Authorized property is on hand or on order.Assist unit with receipt/turn-in of MTOE/TDA property, supplies, and equipment at the Supply Support Activity (SSA) or established issue point.Maintain and furnish nonexpendable property to contractors as Government Furnished Property (GFP) when authorized by a contract, Fiduciary records.Executes property transfer, receipt, storage, and issue activities, including, but not limited to, posting and editing documentation within all appropriate Supply standards.Reviews all authorized documents periodically for changes.Requisitions material to meet mission requirements.Conducts inventories including preparations, documentation, and reporting per prescribed regulations.Identifies equipment status to include completeness, serviceability, and accountability.Maintains the automated supply system for accounting of organizational property and equipment GCSS-Army.Inspects completed transactions/work for accuracy and compliance with established policy and procedures.Manages and creates Proposed Sourcing Decision (PSD) for excess property in Decision Support Tool (DST).Coordinates and assists the units with Force Modernization projected Total Package Fielding (TPF).Validates/posts transactions to organizational property book records and updates/maintains supporting document files IAW Army Records Information System (ARIMS).Determines required method of relief from responsibility for lost, damaged, and destroyed property/equipment items through the Financial Liability Investigation of Property Loss (FLIPL) and Statement of Charges (SOC) process.Manages e-FLIPL Program for US Garrison, Installation Management Command (IMCOM).Maintains property and equipment IAW Army regulations, Performance Work Statement (PWS), SOP, and Work Instructions.Reviews daily and monthly records of all property and equipment transactions including Hand Receipts, Lateral transfers, Requisitions, AAR's, and other supply transactions.Reconciles all discrepancies and Amnesty transactions for fiscal/property accounting.Ensures all Annual, Cyclic, and Sensitive Item inventories are conducted IAW current regulatory procedures.Assists with reconciling results of inventories with property book records and ensures appropriate adjustment actions are initiated.Assists and advises the PBO and CIPBO Supervisor.Analyzes, produces, and generates statistical data and reports to ascertain trends, conformance to standards and directives, and efficiency of operations.Coordinates logistical activities with customers, leads, and other property sections.Maintains all historical files, supporting documents, and other required records; ensuring all files are stored IAW the Army Records Information System (ARIMS), Administrative Adjustment Reports, Hand Receipt, Inventories, Requisitions, Turn-In, Issue, and Transfer Documents.Must have GCSS-Army and other Logistics automation systems experience (AESIP, FMSWeb, e-FLIPL, DST).Interfaces with Commanders, Battalion, Brigade S4s, and various section representatives.Ensures property book daily transactions are posted correctly by matching supporting documents against affecting/non-affecting daily transaction listings.Manages and maintains supply records and distributes correspondence.Ensures documents are ready for Command Supply Discipline Program (CSDP) audits IAW Army regulations to ensure that equipment is properly accounted for and documented correctly.Prepares other monthly readiness reporting as required.Supports the GCSS-Army and uses reconciliation process and assists the PB office in preparation of supply reports and analysis.Participates in weekly planning, reporting, and scheduling meetings and other duties as assigned.Manages Purchase Requests (PRs) through the Government Purchase Card (GPC) mailbox. Ensure all requests are properly classified (expendable, durable, and non-expendable).Manages GCSS-Army Access mailbox. Ensure all documents are present before onboarding military, DAC CIV, and contractors.Prepares daily Contract Data Requirement List (CDRLs) for inventory, receipt, issue, and other transactions as required by the Performance Work Statement (PWS).Prepares, reads, and analyzes records and reports necessary to execute actions routinely.Manages the Army Loan Tracking System (ALTS) program.Perform functions IAW AR 710-2, Table B-2 under the Command Supply Discipline Program (CSDP) and any duties as assigned to meet organizational/operational objectives.
