Position DescriptionThe Team Lead (TL) is responsible for leading and coordinating key management operational functions of the Grants Unit.
In coordination with other TLs and the Deputy Managers, the TL will assist (and lead) in the development, implementation, and integration of standard operating practices.
The TL will independently resolve internal issues that impact team efficiency.
The TL is always responsible for quality assurance of award documentation drafted by Grant Specialists on their respective team.
In addition, the TL will maintain a comprehensive understanding and awareness of programmatic, regulatory, and technical aspects of the TL's designated country portfolio.
The TL will serve as the primary point of contact for BHA's RMTs and individual country teams.
The TL will report to the assigned Grants Unit Deputy Manager.
Location: Washington, DC
Position Type: Full-time (3 days in the office)
Salary Range: $135,000- $147,000 a year with the starting salary determined based on candidate's knowledge, skills, experience, and education.
Clearance: Ability to obtain and maintain a Secret level clearance; Active Secret clearance preferred (US citizenship required).
ResponsibilitiesPortfolio Management: Responsible for identifying, balancing, and tracking assignments and overall workload for the team; prioritize actions in accordance with the Grants Unit and client priorities.Monitor progress of team assignments, ensuring team members are regularly documenting status updates, AO target dates, and other action data in ABACUS.Review grant documentation prepared by Grant Specialists for completeness, errors, and quality; ensure award documents include all relevant terms, provisions, and attachments; document revisions and improvements, and provide feedback to Grants Specialist.Serve as the lead point of contact for inquiries and requests from program staff and GU leadership on awards and issues.Lead and coordinate the collection and tracking of BHA policies, waivers, exceptions, deviations, and other documentation specific to their respective portfolio.Track regional events, administration policies, Bureau decisions, etc.
and their potential impact on BHA operations and Grants Unit processes.Contribute to ad-hoc data inquiries for various reports requested by Grants Unit Leadership, BHA's A&A Division, ZemiTek and BHA Leadership.Coordinate regular meetings with BHA program office leadership, individuals, and country teams.Manage communications to internal and external stakeholders on behalf of the Grants Unit.Leadership: Participate in the development and implementation of initiatives to improve internal processes and maximize team performance.Contribute to Grants Unit Management discussions, planning, and decision-making.Integrate policy and procedural changes within the TL's respective team.Provide independent direction and guidance to team members.
Independently troubleshoot portfolio and team related issues.Coordinate with other Grants Unit TLs to develop standard practices, promote uniformity, and make policy recommendations to Grants Unit leadership.Monitor performance of team members and provide feedback to Deputy Manager(s) for staff performance reviews.
Identify weaknesses and strengths of team members and propose recommendations to Grants Unit leadership.Support the professional development of team members through mentorship.General Duties: Provide training, technical assistance, oversight, advice, expertise, and consultation to Grants Specialists, BHA Program Teams, HBMO leadership, and external partners, as needed.This includes, but is not limited to, providing guidance on the application of award terms and provisions, interpretation and application of ADS chapters, and application of Bureau waivers, exceptions and deviations.Provide technical input to the development and revisions of templates and standard operating procedures.Conduct detailed reviews of draft grants, cooperative agreements, competitive actions and other inter-agency internal agreements as required.Assist in conducting application reviews, cost analysis, and/or award package completeness checks, when needed.Utilize BHA and USAID management information systems including GLAAS, Phoenix, Abacus and ASIST for award obligations and tracking.Assist Grant Specialists in the drafting Notifications of Funding Opportunities (NOFOs), i.e., Annual Program Statement (APS) and Request for Application (RFA) materials.Assign and oversee Post-Award Orientations for USAID/BHA partners, when needed.Perform any other tasks, as assigned.QualificationsHigh school diploma and twelve (12+) years of relevant experience with acquisition and assistance processes and policies, OR Bachelor's degree and eight (8+) years of relevant experience, OR Master's degree and six (6+) years relevant experience, OR PhD and four (4+) years relevant experience.Experience in the fields of Federal assistance/grants.Experience working with USAID funded awards.Experience working with federal awarding agencies and/or international non-governmental organizations.Experience in managing, negotiating and resolving highly complex tasks, awards and award-related issues in an effective manner.Experience in writing and editing office communication products and/or professional materials and conducting presentations.Experience Managing teams.Experience with stakeholder engagement.KNOWLEDGE, SKILLS AND ABILITIES: Demonstrated advanced knowledge of applicable regulations and policy for Federal Assistance awards such as Code of Federal Regulation (particularly 2 CFR 200) and USAID's Automated Directive System (ADS) series (particularly ADS 303, ADS 308, and USAID Standard Provisions); and other directives governing grants and contracting.Ability to apply regulations, procedures, and policies to individual acquisition and assistance programs.Exceptional attention to detail and excellent analytical, critical thinking, leadership, and organizational skills.Ability and willingness to mentor team members and understanding of knowledge transfer to provide training for team members.Must be able to work independently in a highly demanding environment and capable of handling tasks with varying deadlines.Strong written and verbal communication and presentation skills to express ideas verbally and in writing, document procedures, and professionally represent the organization to internal and external parties.Familiarity with financial management procedures and systems such as USAID Global Acquisition and Assistance System (GLAAS), Phoenix, ASIST or similar applications is preferred.Proficiency in basic Microsoft Office suite and Google suite (docs, slides, sheet).High level of integrity, professionalism and supports teamwork to deliver within short deadlines.Be able to multi-task and work under deadlines in a fast-paced and collaborative environment.Be flexible and adaptable to changing circumstances; andBe willing to go the extra mile and participate as an active team member who assists other team members as necessary.Our application process is quick and easy.
