Technical Control Account Manager

In this role, you will be responsible for the support of the technical, cost, and scheduling activities of one area of the ALS-U Project. You will oversee the planning, coordination and achievement of all work within a Control Account and will provide a single authority for scope, technical and cost issues.
ALS-U is an upgrade project that received approval of its cost, schedule and performance baseline in April 2021, with a total project cost of $590 million (organized into many separate control accounts). Early completion of the project is planned for fiscal year 2027. The project will transform the Advanced Light Source, which is a Department of Energy (DOE) user facility serving over 2,000 national and international users every year. ALS-U will provide a world-leading soft x-ray light source using a multi-bend-achromat lattice and increase brightness and coherent flux by more than 2 orders of magnitude compared to the current ALS.
We seek an exceptionally skilled professional in all facets of project management, including scope development, project planning, and risk management. The ideal candidate will demonstrate expertise in communications, team management, procurement planning, and execution. The incumbent should possess comprehensive knowledge in planning and managing large-scale projects and research initiatives, adept at analyzing complex situations with a deep understanding of organizational objectives.
Direct experience with particle accelerators or scientific equipment is preferred.
What You Will Do: Plan all work scope for the complex project from inception to completion, by developing detailed schedules that will depict horizontal dependency, float and the critical path.Identify the tasks required and their sequence for the control account statement of work to be executed and as necessary, develop supplemental schedules for use in day-to-day operational planning and management.Integrate the project work scope, schedule and cost objectives into a performance measurement baseline against which accomplishments may be measured. This implies using Earned Value Management System (EVMS) information in developing and objectively assessing monthly cost and schedule status at the work performance level.Analyze significant variances from the plans and impacts on the control account. Develop variance reports and corrective action plans for management review and approval.Monitor, draft and present Baseline Change Proposals (BCPs) for management approval.Act as the primary technical interface for subcontractors and approve invoices, verifying actual work completed.Identify potential technical, schedule and cost risks for tracking in a Risk Registry.Create materials for upper-level managers for project reporting purposes.Specify the opening and closing of projects and activities to the designated Finance Officer.Consult with managers, engineers and scientific personnel as necessary to understand project requirements and needs.Present at internal, external and funding agency reviews. Serves as the Lab's primary contact to the sponsor/customer.Supervises support staff and project team members.What is Required: Bachelors/advanced degree in physics, engineering or a related field with substantial (preferably 10+ years) education and/or related experience in project management.Demonstrated experience managing to budget and schedule.Relevant knowledge and experience in Earned Value Management System (EVMS) concepts, theories, practices, and tools.Experience developing control account status reports, variance reports, and Estimate at Completion.Ability to lead the work of others and give work direction.May direct the work of engineering staff as required during progression of project.May assume responsibility for specific subtasks within the project.Desired Qualifications: Licensed professional engineer or licensed architect, scientist.Knowledge of and experience with DOE Order 413.3B: Program and Project Management for the Acquisition of Capital Assets.Knowledge of and experience with the American National Standards Institute Electronic Industries Alliance (EIA) Standard 748-C.Project Management Professional (PMP) certification.Experience with particle accelerators or scientific equipment.Notes: This is a full time 2-year term appointment with the possibility of extension or conversion to Career appointment based upon satisfactory job performance, continuing availability of funds and ongoing operational needs.This position is expected to pay $135,492.00 - $169,368.00, which fits within the full salary range of $135,492.00 - $228,660.00 for the Z10.3 job code. Salary for this position will be commensurate with the final candidate's qualification and experience, including skills, knowledge, relevant education, certifications, and aligned with the internal peer group.This position may be subject to a background check.
