SUMMARY: The Tribal Employment Rights Office (TERO) Manager/Workforce Development Manager is responsible for ensuring and monitoring compliance with the Prairie Island Indian Community Tribal Employment Rights Ordinance and providing workforce training and employment services to applicants and candidates.
DUTIES AND RESPONSIBILITIES: The following duties and responsibilities are not meant to be all inclusive and may be adjusted to meet business needs. Represent Prairie Island Indian Community in negotiations with employers and contractors working on Prairie Island Indian Community property or performing work for the Community. Ensure receipt of compliance plans from external contractors and written acknowledgment of the TERO Ordinance. Provide workforce training and employment counseling for tribal members, including individualized skill advancement opportunities. Develop referral services to provide a point of contact between employers operating on or near the reservation and residents of the reservation with skills required by those employers. Establish and maintain a computerized database of applicants and skills. Maintain contact with applicants on file. Conduct training on the TERO ordinance to increase awareness of Indian rights with respect to employment discrimination including complaints procedures under Tribal Ordinance for reservation employers and Title VII for off reservation employers. Develop materials (brochures, newsletters, etc.) in support of the TERO program. Implement policies, procedures, and processes for enhanced day-to-day operations of the department in alignment with the strategic plan. Investigate complaints and issues of non-compliance of the TERO Ordinance. Issue a formal notice of non-compliance to employers in writing of alleged violations and seek to achieve an informal settlement. Inform Tribal Administration of notice of possible violation. Work in collaboration with the Project and Initiatives Director to receive information for current and upcoming projects within the reservation boundaries to ensure those projects are compliant with the TERO ordinance. Ensure confidentiality for all financial records and all records of employees and/or clients. Submit monthly reports to Tribal Administration including:
Utilization report Verification of Employment Rehire list(s) Foreman's personnel count Lay Off notices, which shall include reasons Display a responsive and professional manner in promptly responding to all requests, complaints, and problems. Represent the Prairie Island Indian Community and the department in a positive and professional manner in the community. Develop an annual budget, and maintain controls on financials to maximize efficiency and effectiveness of operations. Other duties as assigned. QUALIFICATIONS: Required: Bachelor's degree and two (2) years work experience in Career Education, Policy Writing, Tribal Administration, TERO or Human Resources, or six (6) years comparable experience; or equivalent combination of education and experience. Must be comfortable delivering training and speaking to groups. Possess integrity and a dedication to results. Excellent organizational skills. Ability to maintain strict standards of confidentiality. Excellent written and verbal communication skills. Proficiency in using a computer and common computer software programs (e.g., Microsoft Word, Excel, Outlook, PowerPoint, and Teams). Ability to work independently and effectively with minimal supervision. Ability to work well within the existing team and government structure. Sensitive to Native American culture. Must pass drug screen (UA) and a federal background check. Valid driver's license and proof of insurability. Preferred: Experience helping staff locate, acquire & understand compliance-related sources. Training experience. Knowledge of contracting and compliance monitoring. Ability to manage departmental budget and control costs. PHYSICAL DEMANDS: Must have the ability to lift and carry up to 50 pounds. Must be able to sit for long periods of time with occasional amounts of standing or walking. REQUIRED TRAINING: Effectively Handling Harassment training. Any position-related training as determined by department manager. WORKING ENVIRONMENT: Work is performed primarily in an office setting, but may include occasional outdoor activities.
