PRIMARY PURPOSE:
Under Title IX of the Education Amendments of 1972, each school district that receives federal financial assistance must designate at least one employee to coordinate the district's compliance with its responsibilities under Title IX, and to investigate complaints alleging sex discrimination, including sexual harassment.
This employee is often known as the Title IX Coordinator.
The Title IX Coordinator is responsible for monitoring and implementing the district's compliance with state and federal laws prohibiting sex, gender identity, and sexual orientation discrimination, preventing discrimination against students, employees, and others of the basis of sex, gender identity, and sexual orientation, and ensuring compliance with all procedures and procedural safeguards required under Title IX and associated Texas state laws.
Oversee investigation and resolution of complaints.
Collaborate with district staff and outside personnel to identify and address systematic problems.

QUALIFICATIONS: Required: Bachelor's degree from an accredited college or university At least three years of experience in public education or related field Preferred:
Candidates who are the most competitive will possess the following background, skills, and experience: Principal/Mid-Management Certification Master's Degree Bilingual (Fluent in English, Spanish, and/or Vietnamese) Preference may be given to candidates with previous training and knowledge of educational laws, specifically civil rights in education, or professional-level experience investigating or auditing civil rights laws in educational institutions.
Excellent verbal and written communication skills.
Strong interpersonal skills and the ability to work with diverse constituents, including children, parents, faculty, staff, and institution administration.
Ability to demonstrate initiative and exercise consistent good judgment.
Ability to manage highly sensitive and confidential information.

SPECIAL KNOWLEDGE/SKILLS: A working knowledge of current laws, regulations, and guidance related to sex, gender identity, and sexual orientation discrimination in public schools, including Title IX, as well as rules and guidance adopted by the Spring ISD School Board, the Texas Education Agency, and the U.S. Department of Education Office for Civil Rights (OCR).

MAJOR RESPONSIBILITIES AND DUTIES: Coordinate and monitor the district's compliance with Title IX, as well as state civil rights requirements regarding discrimination and harassment based on sex, gender identity, and sexual orientation.
Implement the policies established by federal law, state law, State Board of Education rule, UIL rules, and local board policy regarding Title IX.
Communicate Title IX nondiscrimination information to the community in a variety of visible notices at the district, department, and campus level to include postings on websites, bulletins, announcements, recruitment material, enrollment and application forms, publications, and newsletters.
Ensure all notices include the required name and/or position of the Title IX Coordinator, office address, telephone number, and email address.
Ensure the district engages in education and training of staff and students to raise awareness of sex, gender identity, and sexual orientation discrimination, and to prevent this discrimination from occurring.
Ensure all responsible employees are trained to report potential sex, gender identity, and sexual orientation discrimination.
Implement the district's discrimination complaint procedures with respect to sex, gender identity, and sexual orientation discrimination, including sexual harassment.
Develop materials and provide guidance to responding to complaints/grievances.
Investigate complaints alleging discrimination based on sex, gender identity, and sexual orientation discrimination, including sexual harassment.
Coordinate investigations with appropriate law enforcement entities.
Compile, maintain, and file all reports, records, and other documents required.
Assist in the tracking, analysis, and maintenance of data related to all aspects of Title IX.
Collaborate with other district professionals who share overlapping responsibilities, including any former Title IX Coordinators, any Assistant Superintendent, Athletic Director, PVA Director, HR Director, Legal Counsel, health education and/or violence prevention education providers, school counselors or other mental health providers, and others.
Establish and maintain a professional relationship and open communication with administrators, supervisor, teachers, staff, parents, students, and community members.
Perform all other duties as assigned.
WORKING CONDITIONS:
The usual and customary methods of performing the job's functions require the following physical demands: physical mobility, standing, prolonged sitting, some lifting, carrying, pushing, and/or pulling.
This position will also require both traveling within the district and state wide.
Mental demands: Ability to solve problems and deal with a variety of situations; ability to interpret a variety of data; ability to interpret TeCode (TEC) and policy; ability to apply knowledge of current research and theory of instructional programs; ability to be effective in both oral and written communication; ability to maintain emotional control under stress.
