The Position
The City of Lake Oswego announces a career growth opportunity for a Senior Associate Engineer in the Engineering Department. This position will provide professional engineering services to the City in support of traffic management, traffic engineering, and transportation systems. Under the general direction of the City Engineer, this position will manage all aspects of the City's transportation system and provide professional engineering services to an array of customers, including the City Manager's office, the Lake Oswego Redevelopment Agency, and the City Council. The position will also provide technical support and direction for the Transportation Advisory Board (TAB). This classification is represented by the Lake Oswego Municipal Employees' Association.
Key Responsibilities
Review and analyze the work of other traffic and transportation professionals when such work relates to traffic impacts of private development or work commissioned by the City.
Apply knowledge of State and Federal transportation planning rules, policies and design standards to local transportation planning and engineering concerns.
Identify the need for, develop and coordinate the implementation of transportation ordinances, administrative procedures and design standards as they relate to the City's surface transportation system.
Manage the traffic signal system by working with other technical staff and coordinating improvements with other local and state agencies.
Provide technical expertise on the development and implementation of the Transportations System Plan as it relates to local projects and regional goals and policies.
Direct the development of and review of engineering plans prepared by staff and outside consultants; determining when plans are complete and in compliance with codes, laws and regulations; and directing construction inspection of public improvements.
Oversee projects and programs including determining scope, schedule and budget; providing design services; preparing project cost estimates; writing bid specifications; preparing bid solicitation documents; reviewing bids; procuring regulatory permits; and providing contract administration services through project close-out.
Provide engineering design services or project management for the design of street and transportation related infrastructure projects.
Prepare engineering reports for the City Council, boards and commissions or other regulatory agencies as needed to implement the City's capital improvement program, or other engineering programs as directed by the City Manager or City Engineer.
Act as liaison with the City Engineer, outside agencies, business and community representatives and other organizations to ensure the City's interests are communicated and addressed. This responsibility can include notifying the public and businesses of pending construction projects, handling controversial issues, resolving conflicts, providing technical assistance, and developing and establishing standards.
Education and Experience Requirements
Candidates must have a Bachelor's Degree in Civil Engineering and eight years (Sr. Engineering Associate) or four years (Associate Engineer) of transportation engineering or traffic operations experience; or any combination of education, training and experience that would provide the required knowledge and ability to perform the job.
The incumbent is required to be a Registered Professional Engineer in Oregon and hold a valid driver's license.
Supplemental Information
Annual Compensation Range:
Senior Associate Engineer $93,478 - $119,313
Associate Engineer $87,363 - $111,450
In addition, up to $37k in annual, non-cash compensation including medical, dental, vision, PERS employee pick up, VEBA contribution, and TriMet Hop Pass.
