Work/Life Balance The opportunity to work on an important mission Official Position Description: Serves as the District Fleet Equipment Manager & acts for the Highway Management Administrator (HMA) regarding District fleet equipment management & maintenance in accordance with Statewide Office of Equipment Management (OEM) direction: Provides regional/county equipment program direction for staff Administers regional/county fleet equipment management programs Ensures compliance with local, state, & federal statutes & regulations Interprets new legislation, rules, & regulations affecting fleet equipment Provides recommendations regarding regional/county fleet equipment management concerns Assists OEM in the formulation of state-wide fleet equipment goals & metrics, monitors overall district results & makes adjustments to improve performance: Leads & coordinates fleet equipment master planning functions for the respective district In conjunction with Central Office OEM, participates, formulates, & implements program policies, procedures, & training for major programs (e.g., Snow & Ice Operations, Public Employment Risk Reduction Program (PERRP)/Occupational Safety & Health Administration (OSHA) Program, Comprehensive Equipment Management Program (e.g., EIMS/Fuel Management System, Routine & Preventive/ Predictive Maintenance Operations, & Fleet Equipment Inventory)) Assures operational procedures are compliant with applicable local, state, & federal rules, policies, & regulations Evaluates & monitors efficiency & effectiveness of established operating procedures Informs supervisor & OEM Administrator of any situations that could affect state-wide equipment management operations, goals, & objectives Interprets new rules & regulations (e.g., Federal Motor Carrier, Environmental Protection Agency (EPA), PERRP/OSHA) Supervises assigned staff & provides direction to District equipment/maintenance personnel Organizes & coordinates equipment management, acquisition, maintenance, diagnosis, repair & disposal program activities for the respective ODOT District Directs collection of data used to determine annual costs & budget projections for regional/district/county equipment management operations Monitors & controls expenditures in accordance with budget Prepares & directs correspondence & reports using computer & related software (e.g., Microsoft Office) Provides information on programs & policies to internal & external entities Works in conjunction with & receives guidance from the ODOT Division of Facilities & Equipment Management in the strategic planning & oversight of state-wide equipment management acquisition, maintenance, diagnosis, repair, & disposal of operations: Develops annual District Fleet Equipment Work Plans Participates & provides input during fleet master planning meetings within District & with OEM Provides oversight for all acquisition, efficient usage, maintenance, diagnosis, repair & disposal of all equipment in respective district & county garages Reviews assigned staff & personnel transactions (e.g., pay requests, overtime, work schedules, etc.) Investigates & resolves respective inter-District equipment issues Promotes sharing of equipment for both intra & inter District use Administers In-House Warranty Programs Manages & oversees/coordinates replacement parts management program with vendor Has authority to sign as an agent of ODOT any correspondence & power of attorney pertaining to procurement & disposal of licensed vehicles & off-road equipment, vehicle titles, & certificates of origin, vehicle registration applications, certificates of exemption regarding the sale of a motor vehicle, vehicle purchase orders & invoices, applications for dealer assignments, & odometer statements Prepares specifications & solicits vendor quotes for equipment not procured by OEM Coordinates vehicle/equipment repairs & accident claims with DAS risk management Represents Department, District Deputy Director & HMA in communications & negotiations internally & with other state agencies, counties, & public regarding District fleet equipment-related services & issues: Interacts with customers, senior management, general public, public officials, & regulators regarding District fleet equipment-related inquiries/complaints (e.g., equipment conditions, interactions with contract vendors, regulatory issues) Conducts & coordinates meetings & disseminates pertinent information to relevant parties Produces required reports & makes presentations for & on behalf of the District Deputy Director & HMA Prepares correspondence &/or responses using computer & related software (e.g., Microsoft Word & Outlook) to respond to inquiries & complaint letters sent to ODOT &/or Governor's Office on behalf of senior management Represents administrator at meetings & conferences with state, federal, & community agencies Speaks for District Deputy Director & HMA on equipment policy matters Performs other duties as assigned
Qualifications
12 mos. trg. or 12 mos. exp in supervisory principles & techniques or management which included responsibility for developing work plans involving estimates of time, personnel &/or equipment or materials required to complete projects,

For positions involved in equipment maintenance & repair, requires 4 yrs. trg. or 4 yrs. exp. in equipment maintenance & repair (i.e., automotive mechanics &/or auto body repair), associated safety practices, & using/operating associated equipment.
