The Vice President of Community Day and Supportive Employment Services provides strong leadership in areas including, but not limited to, the development of new and existing services, the development of operational standards, budgetary and financial management, customer services, quality assurance and human resource responsibilities. The position provides support and overall leadership to all Community Day Services programs and a Supportive Employment Program.
Reporting Relationship:
Reports To: Senior Vice President of Operations – Employment & Community Support Services
Supervises: Director of Operations for Community Day Services, Case Management Director of Community Day Services, Supportive Employment Program Coordinator and Logistics Coordinator.
Schedule and On-Call Responsibilities: Monday – Friday 8 AM – 4 PM with flexibility. On-call responsibilities are limited. Required to attend overnight conferences and trainings.
Completes strategic planning, develops and implements operating methods and procedures designed to enhance operations, improve service quality, minimize operating cost and optimize greater utilization of labor and materials.Demonstrates leadership in carrying out the agency's mission, vision, guiding principles and communicates those values to staff, customers, partners and funding sources.Plans and implements procedures and systems required for the day-to-day management of all activities of the agency's Community Day Services, Supportive Employment Services and vehicle logistics.Develops and monitors program budget revenue and expenditures to ensure control over spending and procurement and the collection of all payments and fees.Ensures compliant billing/invoicing procedures are in place and ensures any issues with outstanding receivables are rectified.Prepares for the successful completion of all audits, including BALC, BQM, Post-Payment, DRS, Chicago Public Health and any other required compliance reviews.Monitors reports related to key performance indicators, inventory control, staffing resources and financial controls.Regularly travels to program sites building relationships with customers, funding sources and employees while gauging customer satisfaction and staff engagement.Procures commercial piecework contracts and maintains positive relationships with customers and families.Hires, trains, and supervises personnel in a manner consistent with agency policies, procedures and job requirements. Implements policies and procedures to manage staff vacancies, absenteeism, turnover, and performance.Develops and implements program goals, activities and performance to ensure that services provided will be of maximum quality, and will meet the standards prescribed by funding, licensing and accrediting bodies.Prepares, or supervises the preparation of such reports as are required by funding or accrediting agencies or are requested by senior management.Identifies community, program and persons supported service gaps and recommends new program and funding initiatives. Participates in the development of the funding applications essential to the continuation and expansion of foster care services at the agency.Fosters positive working relationships with our persons supported, community, funding sources and regulatory bodies.Works collaboratively with other agency directors and managers to reduce organizational redundancy, promote the delivery of integrated person-centered services and achieve the agency's strategic and annual goals and targets.Performs other duties as necessary and/or as directed to ensure the success of the programs.Requirements: Bachelor's degree required; master's degree preferred, from an accredited college or university.At least five years of management experience in health and human services and/or a related industry.QDIP certification is a plus.Extensive knowledge of DHS Rule 115, 116, 119 and DRS is a plus.This position requires access to personal transportation.Competence in budget preparation and cost control concepts.Knowledgeable of work safety standards and practices.Working knowledge of computer software systems (Microsoft Excel, Word, and PowerPoint).Experience working with persons with intellectual and developmental disabilities and specialized health care needs.Ability to maintain positive customer relations.Knowledge of Electronic Record Management Systems.Mental/Physical Demands: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. While performing the duties of this job, the employee is regularly required to use hands, and to talk or hear. The employee frequently is required to sit. The employee is occasionally required to stand and walk. The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
Environmental Conditions: The noise level in the work environment is usually moderate. Duties are performed in a typical office environment. No unusual or adverse working conditions exist.
