The State of New Hampshire, Department of Labor, Workers' Compensation Division has a full-time vacancy for a Supervisor IV.
Summary:




Supervises activities of Workers' Compensation Specialist staff, training and reviewing work of subordinates and performs highly responsible administrative and technical duties assisting in the operation of the statewide Workers' Compensation Program with the responsibility of resolving compliance issues for cases in dispute.

18 Months of additional relevant experience = Associate's degree
36 Months of additional relevant experience = Bachelor's degree
54 Months of additional relevant experience = Master's degree
MINIMUM QUALIFICATIONS Education: Bachelor's degree from a recognized college or university with major study in accounting, public administration, finance, business administration, or related field.
Experience: Five years' professional experience in workers' compensation adjusting or case dispute resolution or negotiations, plus three years of supervisory experience in any occupational area. If related to the program area, the supervisory experience will count as part of the five years' total experience. Each additional year of approved work experience may be substituted for one year of required formal education.
License/Certification: Valid Driver's License or access to transportation for statewide travel.
PREFERRED WORK TRAITS: Thorough knowledge of the principles and practices of public administration. Thorough knowledge of the principles and practices of supervision. Extensive knowledge of the rules and regulations governing Workers Compensation. Ability to plan and coordinate the development of plans, policies and procedures. Ability to interpret and explain pertinent provisions of laws, rules and regulations. Ability to establish and maintain effective working relationships with governmental officials, subordinate employees, and the general public. Must be willing to maintain appearance appropriate to assigned duties and responsibilities ad determined by the agency appointing authority.

Responsibilities:

Coordinates team of Workers Compensation Specialists responsible for regulating the handling of workers' compensation claims, inclusive of permanent impairment awards, third party settlement approval, death benefits, vocational rehabilitation benefits, and complex First Report of Injury and Workers Compensation Insurance Coverage submissions.
Recommends and implements changes in staffing patterns, procedures and policies to solve problems and improve efficiency of Unit operations. Plans and evaluates Unit workflow systems to develop more comprehensive and accountable work methods for subordinate employees and prepares summary reports on Unit productivity for use by the Director.
Oversees daily operations of Workers Compensation Specialists workflow, inclusive of routine assignment of compliance cases for resolution, coordination of daily work activities, projects and work schedules.
Analyzes and interprets data and applies the law and administrative rules to identify solutions for problems presented to the Division in disputed claims and performs outreach to injured workers, attorneys, and insurance companies to resolve escalated or complex compliance cases.
Maintains continuous and important contact with officials, insurance carriers, claimants, and their attorneys, as well as medical professionals and officials of the department requiring explanation and interpretation of technical and debatable polices and regulations.
Performs continuous evaluation of staff performance and addresses staff performance problems with responsibility for evaluation of employee performance reviews.
Reviews and assists in the development of proposed training manuals for all Workers Compensation Division staff to ensure consistency and conformance with overall agency objectives and policies.
Assists in the review and approval of permanent impairment awards, third party settlement forms, requests for administrative permission to stop or reduce benefits, screening of hearing requests and Second Injury Fund reimbursement requests as needed
