POSITION SUMMARY: Assists in the administration of assigned programs in the Compliance & Asset Management division, including supervision of assigned staff.
ESSENTIAL DUTIES AND RESPONSIBILITIES Essential duties and responsibilities include the following. Other duties may be assigned.
Directly supervises staff; interviews, hires, and trains employees; makes assignments and monitors work; develops employee skills and encourages growth and development; reviews and evaluates employee performance; addresses workplace issues and provides guidance, coaching, and disciplinary measures for staff; addresses personnel issues in conjunction with appropriate leadership and the Human Resources division. Assists the Division Director with the management and oversight of the Grant programs administered within the Compliance & Asset Management division, focusing on the HOME, Weatherization Assistance Program (WAP), Low Income Home Energy Assistance Program (LIHEAP), Emergency Solutions Grants Program (ESG), and the programs funded by the Tennessee Housing Trust Fund, to ensure compliance with all federal and state regulations. Oversees the Asset Management Functions of the division including supervision of Portfolio Coordinator. Oversees the Physical Inspection Functions of the division, including supervision of the Rental Housing Programs Inspectors. Develops internal performance standards for assigned program areas, provides guidance and counsel to staff, and recommends approval of personnel actions when necessary. Develops and maintains various required statistical reports. Organizes and manages workflow of the operation areas to ensure that deadlines are met, and facilitates special project work groups. Makes recommendations for program improvement through the use of technology and innovation. Develops and recommends plans for continuous improvement of divisional operations. Ensures proper Department of Housing and Urban Development (HUD), Department of Energy (DOE), Health and Human Services (HHS), and the U.S. Treasury reporting, policy and procedure development, and research is completed timely. Oversees training activities for assigned staff, keeps apprised of program changes, and ensures cross-training and update of program training materials in accordance with federal and state regulations, HUD handbooks, and other guidance. Updates program forms and letters. Assists with responding to complaints using the formal complaints process. Approves travel claims, reimbursement requests, and timesheets in the Manager's or Director's absence. Assists in the development and implementation of program policy. Works with staff to provide technical assistance to grantees. May represent the division in the absence of the director. MINIMUM QUALIFICATIONS The requirements listed below are representative of the knowledge, skills, and/or abilities required.
Education and Experience: Relevant post high school certifications and/or degree is required. A Bachelor's degree in social sciences, business/finance, economics, or related field is preferred. Three (3) years of direct supervisory experience is required. Minimum of two (2) years directly related work experience; three (3) years is preferred. Experience administrating Federal/State Housing Grant Programs is preferred. The above qualifications express the minimum standards of education and/or experience for this position. Other combinations of education and experience, if evaluated as equivalent, may be taken into consideration.
Knowledge, Skills, Abilities, and Competencies: Ability to effectively manage staff. Computer literate; proficient in Microsoft Word, Excel, Outlook, and the internet; able to effectively adapt to and use other computer systems as needed for daily activities. Considerable knowledge of the laws, rules, and regulations related to the IRS, HUD, and other relevant housing programs. Working knowledge of Section 42 and the Code of Federal Regulations (CFRs). Knowledge of other federal housing programs. Practical knowledge in the area of UPCS (uniform physical condition standards) & housing quality standards (HQS). Ability to effectively supervise subordinate staff including developing operations and performance standards, completing and delivering performance evaluations, and recommending personnel actions. Ability to exercise good judgment in structuring and organizing work, setting priorities, handling information, and meeting personnel challenges. Current, valid driver's license from domicile state and the ability to drive. Occasional in-state and out-of-state travel. While performing the duties of this job, the employee is regularly required to sit; stand; use hands to finger, handle or feel; and talk and hear. The employee is occasionally required to walk; reach with hands and arms, and stoop, kneel, or crouch. Specific vision abilities required by this job include close vision, distance vision, and the ability to adjust focus.
