Overview Lulu Island Energy Company (LIEC) is a leader in developing district energy systems that reduce carbon emissions, while delivering affordable and reliable heating and cooling services to customers throughout Richmond. LIEC is committed to providing efficient energy services for space heating, cooling and domestic hot water, providing reliable, resilient local energy, and operating and maintaining low carbon energy systems.

Reporting to the Senior Project Manager, the Assistant Project Manager's primary responsibility will be to act as a liaison and coordinator between the LIEC team and City departments, developers, legal counsel, and architectural/engineering/construction management firms to support implementation of a wide range of district energy projects including new building connections, energy plant and distribution piping expansions.

Examples of key responsibilities include, but are not limited to: Providing support to project managers and management (i.e. coordination of design and construction contract administration and documentation, maintaining and updating financial documentation, district energy infrastructure GIS layers) on complex district energy projects. Supporting project managers with management, administration and oversight of operating partners and contractors to ensure delivery of LIEC's district energy capital projects is carried out as per the contracts and agreements. Coordinating district energy approval processes and supporting permit application review and legal agreement execution. Overseeing design reviews, checking consultant design documents for accuracy, completeness, appropriateness, and conformance to LIEC guidelines and standards, contract requirements, and City policies, bylaws and regulations. Communicating, liaising and working with all relevant internal and external stakeholders including LIEC operating partners and cross departmental staff to ensure projects are delivered on time and on budget. Tracking development activity and coordinating execution of legal covenants and agreements (Rezoning Consideration covenant, DEU No Build / No Occupancy covenant, Energy Services Agreement, SRW and 219 covenant, Assumption and Assignment Agreement) related to district energy service. Entering and tracking project information including financial status and progress of project delivery. Oversee and maintain LIEC records management system (electronic and paper); web site updates; development of customer communication materials. Knowledge, Skills & Abilities: Experience in contract administration, procuring process, tracking operating and capital budgets and making recommendations. Ability to assist with the coordination of design, contract documentation, and contract administration as well as to act as a liaison and coordinator for specific design and construction projects. Technical skills in utility, municipal and/or building engineering; knowledge of relevant construction techniques. Ability to effectively communicate with stakeholders and public, both written and verbal, including the ability to prepare written reports. Demonstrated ability to gather and analyze information, anticipate and recognize problems and opportunities, create and evaluate alternatives. Ability to deal effectively and tactfully while maintaining cooperative working relationships with a wide variety of internal and external contacts. Knowledge in the design and construction of district energy systems is desirable. Strong attention to detail, strong analytical, conceptual thinking, and problem-solving skills are essential. Positive attitude and ability to interact positively with stakeholders, and excel at customer service. Ability to exercise sound judgement and decision making. Skill in the operation of Microsoft Office Suite including Word, Excel, MS Project and Outlook. Working knowledge of building costs, materials, methods and practices. Knowledge of the safety hazards associated with the work. Qualifications and Experience: University or college degree (preferably in engineering, applied science or science), plus minimum 1-2 years of experience in district energy, HVAC design engineering and/or construction and project management, or an equivalent combination of training and experience. Preference may be given to applicants with experience working in the municipal environment.

Licences, Certifications and Registrations: Valid Class 5 Drivers License for the Province of British Columbia Preferred Qualifications: Registration as and Engineer in Training with the Engineers and Geoscientists British Columbia (EGBC) is preferred. Project Management Professional (PMP) credential is desirable. Working Conditions: Duties are mostly performed in an office environment, with some field work, including periodical visits to district energy plants, customer's buildings and construction sites.
