OVERVIEW

This position oversees Deaf Client Services in the Phoenix and Tucson areas for the Community Outreach Program for the Deaf (COPD). Works with other Associate Directors in Deaf and Social Services in the areas of development of community partnerships, contractual relationships, and local agency needs. Reporting to the Agency Director, this position may spend primary time in the Phoenix area with consumer oversight in the Phoenix Deaf services area, and will oversee Client Service staff in Tucson as well as applicable administrative staff. Position also oversees Case Management and Support Service Provider staff. Position assures all processes, contracts, forms, and grants are in order. Responsibilities include assisting the Agency Director in developing community partnerships, providing oversight of the staff and consumer process, budgeting, approval of expenditures, proposal development, and contract negotiations. Designs and schedules staff professional development training maintains caseloads in accordance with service contract guidelines and assists with program budget development. This position reports to the Agency Director for Deaf Services. May perform other duties as assigned.

ESSENTIAL FUNCTIONS

Deaf Services:

Primary responsibility is oversight of Deaf services throughout Arizona.
Program Administration:

Plans, direct, and coordinate the programs services, including activities of Deaf Services in the Phoenix and Tucson offices. Oversees daily operations of the Phoenix office.
Program

and Resource Development:

Responsible for the development of programs and proposals in the Phoenix office. Provides support to Tucson office, as well as to public and private funding sources for cash and in-kind resources for new and existing Determines consumer needs in the Phoenix and Tucson area to develop proposals and community partnerships.
Fiscal Management:

Oversees all fiscal operations in Deaf Services in Phoenix and Tucson areas, and works with Agency Director on contractual and fiscal management. Prepares fiscal reports as needed.
Program Monitoring:

Ensures all programs, services, and staff adhere to the mission of the agency, contractual requirements, and accreditation Develops methods of assessing the quality of services provided.
Community

Relations:

Responsible for the activities of Advisory Boards in Pheonix and Tucson. Develops positive relationships with representatives from various funding sources and community groups associated with programs and Represents the organization on local, state, and national committees and boards. Maintains a positive relationship with government agencies and representatives. Develops and maintains a positive image of the organization in the media
New Operations : Develops opportunities for seniors in Arizona to include housing, companion care, and caregiving options. Assures all staff adhere to quality indicators as it relates to Deaf services and Deaf culture. Assures compliance with Corporate Strategic Plan and works as needed with Corporate-level Board and Leadership team.

Program Management:
Works to support applicable accreditation processes, reviewing all safety and client processes.
Works with Agency Director as part of a team, leading the team to assure consumers are provided comprehensive, quality services.
In collaboration with Agency Director, responsible for recruiting, hiring, training, evaluating, providing constructive performance feedback to, and separating employees.
Reviews the caseload size, consumer needs, and staffing patterns.
Works with Agency Director and Vocational Associate Director to manage vocational services; oversees the intake and case coordination processes for Deaf, Hard of Hearing, Deafblind and Deaf+ clients in the Deaf and Community Services system.
Assures staff are trained in topic areas that are required by contracts and to provide quality services.
Assures all staff are knowledgeable of best practices to persons with a hearing loss and how to represent Deaf Services in services to persons with a hearing loss.
Works with the Safety Committee to assure all sites are safe and providing safe services.
Assures that client service programs meet contract standards, staffing patterns, staffing oversight, and applicable accreditation standards.
Works with staff on billing processes for contracts related to staff time.
Responsible for the development and facilitation of a balanced programmatic budget.

Community and Contractual Partnership:
Markets client services and obtains contracts for client personal growth, vocational, and aging services.
Works with County and City entities to assure Deaf people are represented in funding.
Represents the agency as needed in presentations, at City Council, One Stop Directors meetings, and Governors Council meetings.
Conducts the COPD and VCD Advisory Boards, developing priorities and implementing events.
Reviews all reports to contracts.
May drive agency or personal vehicle on company business.

MINIMUM REQUIREMENTS

Suitable work experience may be considered as transferable skills in order to meet minimum requirements of the position and will be considered by the Executive Director of Human Resources.
Master Degree in Social Work, Counseling, Psychology, Rehabilitation, or related field PLUS 5 years of experience working with Deaf or Hard of Hearing persons in a counseling and professional capacity;

OR

Bachelor Degree in Social Work, Counseling, Psychology, Rehabilitation, or related field PLUS 8-10 years of experience working with Deaf or Hard of Hearing persons in a counseling and professional capacity
American Sign Language skills
5 years of supervisory experience in program management

REGULATORY
Must be at least 18 years of age
Valid driver license, proof of insurance, and 39-month motor vehicle report
Ability to obtain and maintain Arizona Level One Fingerprint Clearance Card and FBI National Criminal Records History Report (employer paid)
Pass pre-employment drug screen (incudes marijuana, regardless of recreational use laws) (employer paid)

DESIRED QUALIFICATIONS
Additional years of directly-related experience
Licensed Associate Counselor (LAC) or Licensed Professional Counselor (LPC)
Training and experience and skill in various treatment modalities
