Description
Performs the full range of professional duties required to support benefits administration, including the performance of complex and/or sensitive activities; provides guidance on and resolves benefit issues; monitors legislative compliance and administrative changes that impact benefits; recommends and implements changes in programming, workflow, policies, and procedures; audits benefits program data and provides reporting for mandated filings and fiscal performance of benefit plans; participates in procurement and contracts processes; collaborates and monitors third-party vendor performance; provides professional development to staff; may manage a large-scale, long-term project.
Qualifications Required Any combination of education and experience equivalent to a bachelor's degree in human resources, business administration, or related field.
Five (5) years of progressively more responsible benefits administration, human resources, financial services, or related experience, two (2) years of which shall have been at a specialist level providing benefits administration.
Knowledge of the theory, procedures, and practices of benefits administration.
Knowledge of policies and regulations and local, state, and federal laws that relate to the benefits office.
Proficiency in the use of technology and data compilation, analysis, and reporting.
Ability to provide subject matter expert advice on complex issues.
Ability to lead and facilitate discussions to resolve conflicts.
Ability to interpret, assess, and recommend modifications to procedures, regulations, and legislation.
Ability to analyze, interpret, and evaluate financial and administrative data to develop and generate reports for program performance, mandated filing requirements, and/or fiscal decision-making.
Ability to review, analyze, and evaluate the contractual specifications of bids and proposals.
Ability to establish and maintain successful collaborative working relationships with diverse personnel and outside vendors to address needs and ensure that programs meet goals.
Ability to communicate effectively, both orally and in writing.
Preferred Certification as an Employee Benefits Specialist (CEBS), Group Benefits Associate (GBA), Retirement Plans Associate (RPA), or Senior Professional in Human Resources (SPHR).
