POSITION: Chief Financial Officer
HOURS: 8.0 hours per day
BUILDING: District Office
CALENDAR: 260 days per year
COMPENSATION and BENEFITS:
$134,737 - $151,243, depending on education and experience.

SCREENING AND INTERVIEW PROCESS: Complete application files will be screened and candidates will be invited to interview
Purpose: The Chief Financial Officer (CFO) is the chief financial manager of District 6. As a member of the Executive Staff, the CFO will provide financial leadership for the school district, inform and advise the Superintendent of changes in trends, laws, rules and/or regulations in this area of expertise, and provide reports to the Superintendent of activities as requested. This position is responsible for keeping accurate records of the District's financial system and assisting the Superintendent in managing District finances and administering the budget. This position oversees all functions of the District Business Office.
Reports to: Superintendent
Nature of Work: This position is part of the District's Executive Team, however, the CFO works independently following standardized routines under general supervision. The nature of the work requires adherence to policies, procedures, and regulations. This job requires frequent interaction with District staff, School Board members, and the general public. The position requires a high level of professional decorum.

Essential Job Functions:
Direct, plan and supervise District 6 financial functions including general accounting and internal control procedures and purchasing functions.
Direct and supervise employees including evaluating performance and initiating disciplinary action. Respond to employee complaints.
Develop policy for accounting, collections and auxiliary services to ensure accounting procedures, financial analysis and controls, and financial informational needs of the school district are met in accordance with generally accepted accounting principles.
Develop and manage the investment policy for the school district. Invest funds in accordance with District 6 policy, GAAP, and Oregon Revised Statutes.
Develop and maintain the District 6 budget system to allow a financial plan for resources and requirements.
Oversee the budget process, manage development timelines, provide instruction and create reports and presentations of the budget within established guidelines.
Prepare and present budget resolutions to the School Board.
Prepare updates to the District's strategies, financial plan, and other financial and analytical information.
Prepare year-end close-out of funds and ensure that required audits are conducted and completed.
Responsible for the annual comprehensive financial audit.
Establish and maintain banking and merchant services.
Monitor and develop the cash flow system.
Monitor bank account balances and transfer funds as needed.
Ensure proper filing of all financial legal documents with governmental agencies and offices.
Maintain proficiency by attending training and meetings; reading industry materials; and meeting with others in related areas of responsibility.
Provide financial and budgetary guidance and information as necessary.
Follow all safety rules and procedures for work areas.
Demonstrate ability to show effective leadership including energy, vision, mission, integrity, and a high level of communication and interpersonal skills.
Serve as an engaged member of the District administrative team.
Participate in collective bargaining negotiations and advise the District administration regarding financial related issues and impacts.
Represent the District at meetings of state, city and county management regarding intergovernmental issues.
Provide support to District departments, internal and external stakeholders in assessing the financial impact of legislation, ballot measures, negotiations and related matters; direct the analysis of impending legislation and recommend new and revised legislation language to assure business and financial services laws which enhance the District's educational mission
May serve as Deputy Clerk as designated by the superintendent.
Implementation of training and professional development of Business Office staff.
Coordinate all financial aspects of District elections for ballot measures and levies.
Coordinate issuance of general obligation bonds and management of District debt.
Provide information and counsel to District administrators regarding financial regulations, policies, and goals and the implications of financial decisions.
Deliver presentations to District management, Board of Directors, District employees, the general public and others on District financial and business status and operations.

Educational Requirements:
Required: Bachelor's degree and five years' experience with significant responsibility in government finance/budgeting or applicable private sector experience.
Preferred: Master's degree, Certified Public Accountant certificate, school finance background, or similar professional certificate and five years' experience with significant responsibility in government finance/budgeting or applicable private sector experience.
Working Conditions and Physical Demands:
The CFO works primarily indoors in the District office environment. The position requires mobility and manual dexterity necessary for operating equipment such as a computer keyboard, calculator, and standard office equipment. Position requires regular work at a computer, as well as the ability to write, hear and speak. Must be able to stand, walk, bend, stoop, twist, kneel, reach and lift up to 10 pounds.
Work Year: 260 day calendar
FLSA Status: Exempt
Salary Range: $134,737 - $151,243, depending on education and experience.
