Thisis a professional level position responsible for finance and administrativework in support of various federal, state, local, and private contracts, agreements,and grants.The incumbent establishes and maintains related trackingsystems; manages confidential, personal, and other sensitive information;provides excellent professional customer service while interacting withSubgrantees, staff and the public; and performs related duties as required.
Responsiblefor preparing and processing vouchers, reconciling various data, generating reports,and applying reasonable checks and maintaining documentation and files asneeded.
Generally, the hiring range is $55,364-$69,205 annually.
Qualifications, education and experience as it relates to the position will be taken into consideration when determining hiring salary.

ESSENTIAL DUTIES AND RESPONSIBILITIES: (The followingexamples are illustrative only and are not intended to be all inclusive.)
Support the Community Services Divisionin administering assigned grant funds and projects.
Responsiblefor ensuring program compliance with Federal, State, and local regulations.
Communicateswith Department leadership through written and verbal updates regardingprogram issues and opportunities.
Responsible for establishing and maintaining tracking and reporting systems.
Complete monthly, quarterly, and annual reports as required.
Assist in preparation of requests for proposals, grants, subgrantee agreements, contracts, applications, and memorandums of understanding.
Maintain accounting systems including budgets, vouchers, draws, and reimbursement requests.
Assist in the ongoing and regular communication with subgrantees, partners, clients, and the public.
Provide technical assistance to subgrantees, contractors, subcontractors, and other partners to ensure their understanding of specific program requirements and project compliance.
Reviews, tracks, and enters invoices for payment.
Responsible for contract review to ensure invoices and back-up documentation are accurate.
Must track contract caps and spending patterns and report when needed.
Participate in the monitoring of subgrantees.
Participate in County and Department audits as requested.
Maintain and report on consumer satisfaction data.
Create and maintain a database for audit and appeal data which serve as the master receptacle for tracking and follow-up.
Coordinate and manage grant requests, contracts, and agreements for the Community Services Division.
Confer with program managers on complex or sensitive inquiries or projects.
Supportvarious boards and councils related to the planning and administration ofgrants and programs.
Monitors,interprets, and enforces County and partner compliance with Federal,State, and local regulations relating to the use of grant funds.
Frequentuse of state computer systems relating to program management and standardoffice computer products to organize and execute daily assignments.
Ongoing development of the requiredplanning documents to support the implementation of Federal grants andprograms.
Responsiblefor budget and accounting as necessary for fiscal accountability andtransparency.
Preparation of program reports asrequired by grantor agencies.
Work collaboratively with variousstakeholders to develop and implement programs to support identified goalsand outcomes.
Providesinformation and referrals related to program areas.
Provides trainingand technical assistance related to programs and grants.
Presents,writes, edits materials related to assigned programs.
Performsother duties as assigned.
SUPERVISION RECEIVED:Work is highly independent under the generalguidance of a supervisor.
SUPERVISORY RESPONSIBILITIES:This position does not directly superviseother employees.
CONSEQUENCEOF ERROR:Consequence of errormay require expenditure of County resources, result in an audit, or result indelayed grant implementation.Seriousdelays in grant spending can lead to timeliness issuesand may result in the potential loss offunding.
INDEPENDENT JUDGMENT:Work is highly independent under the generalguidance of a supervisor.
Worker chooses courses of action in consultation withsupervisor as appropriate.
Ability to apply common sense understanding to carryout instructions.Discretion andjudgment required within the parameters of the job function.
MINIMUM QUALIFICATIONS:
EDUCATION and/or EXPERIENCE: A Bachelor's Degree from an accreditedcollege or university in Finance, Accounting, Business Administration, CommunityDevelopment, Public Administration, Planning, or related field.
One (1) year ofrelated experience or training.
Candidates with experience in grantadministration, grant writing, accounting, budget, finance, or relatedexperience are preferred.
An equivalentcombination of related education, training, and experience that demonstratesthe knowledge, skills, and ability to effectively perform the functions of thisposition may be considered.
KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge: Knowledge of relevant grant programs preferred Knowledge of JD Edwards or similar accounting software preferred Knowledge of Federal, State, and local funding policies and regulations preferred Knowledge of software systems preferred.
Examples include IDIS, HMIS, Salesforce, or similar products.
Skills: Strong written and communication skills including ability and proficiency in presenting results in concise reports.
Interpersonal skills to build rapport with various stakeholders.
Clear and effective presentation of complex information to various stakeholders.
Basic grant writing skills.
Advanced accounting as related to grant management.
Advanced knowledge of Microsoft suite of software tools.
Abilities: Ability to work independently and with others in an effective manner.
Ability to analyze data, define problems, identify potential solutions, develop implementation strategies, and evaluate outcomes.
Ability to support implementation of required software systems.
Ability to read and understand program planning documents and standards.
Ability to lead collaborative efforts to address defined program areas.
Ability to establish and maintain effective working relationships with all levels of staff, community leaders, government representatives, and customers.
Ability to apply principles of logical thinking to define problems, collect data, establish facts, and draw valid conclusions.
Ability to maintain confidential information.
CERTIFICATIONS, LICENSES, & REGISTRATIONS: A valid State ofColorado Driver's License is required at hire date.
Motor vehicle record willbe reviewed upon hire and throughout employment.

Physical Work Environment:This position is generally performed in anindoor environment Work is generally performed during business hours with someevening, night, or weekend times required.
Physical Demands: Positionis primarily sedentary.
Requires the ability to communicate clearly andprofessionally, understand and be understood.
Frequent computer use.
Material and Equipment Directly Used: Standardoffice equipment including computer, iPad or similar device, telephone/cellphone, copy machine.
