Compliance Manager University of California Los Angeles Budgeted Pay Scale: Full Salary Range: USD $76,200.00/Yr. - USD $158,800.00/Yr. Department Summary The Clean Energy Smart Manufacturing Innovation Institute, is the national institute on Smart Manufacturing (SM) for the United States. The Office of Advanced Research Computing (OARC) is the organization within UCLA and administrative home of CESMII, which it operates in partnership with the U.S. Department of Energy's Advanced Manufacturing Office. CESMII drives innovation in SM through a membership network, education and workforce development program, funded research projects, and a Smart Manufacturing Innovation Platform. Smart Manufacturing is the application of advanced technologies such as sensors, controls, analytics, modeling, and platforms to increase efficiency in manufacturing. CESMII's mission is to accelerate SM adoption, which will radically impact manufacturing performance through measurable improvements in areas such as quality, throughput, costs/profitability, safety, asset reliability, and energy productivity. By enabling frictionless movement of raw and contextualized data (i.e., information) between real-time operations and the people and systems that create value in and across manufacturing organizations, CESMII is ensuring the power of information and innovation is at the fingertips of everyone who touches manufacturing. Position Summary The Compliance Manager conducts the required training and communications, oversees the process, maintains the necessary records, and generates the appropriate documentation to ensure that: 1. All CESMII program staff and subrecipients abide by the compliance aspects of the Department of Energy (DOE) cooperative agreement and UCLA policies and procedures. 2. All CESMII members abide by the compliance aspects of the CESMII Membership Agreement and Bylaws and Plans documents. 3. All appointees of Governance Board, Standing Committees, Advisory Committees, and other working groups abide by the compliance aspects of their Board/Committee appointment agreements. The Compliance Manager ensures that CESMII meets all institute and program reporting requirements under the cooperative agreement with DOE and under UCLA policies and procedures. The Compliance Manager also performs the 'IP Manager' function as defined by the CESMII Intellectual Property (IP) Management Plan. The IP Manager function is responsible for acquiring, storing, and providing access to CESMII's technology portfolio. The IP Manager will work in conjunction with, and under policies administered by the UCLA Technology Development Group on: disclosures of Foreground and Background IP, Institute patent application filings and office actions, and maintaining the files for the IP sharing/licensing/commercialization agreements. For the IP Manager function, the Compliance Manager works under the project management guidance of the CTO and the IP Advisory Committee (IPAC). The Compliance Manager works closely with the CESMII Program Principal Investigator (PI), CEO, COO, CTO, management team, CESMII Staff, and UCLA support resources. The role will also develop outside working relationships with CESMII Governance Board appointees, the Dept of Energy (DOE) program oversight team, CESMII membership base, SMIC Directors (subrecipients), and CESMII project team subrecipients. Reports directly to CESMII COO. Works under the policy and oversight guidance of the CTO, IP Advisory Committee (IPAC), UCLA Director of Export Controls, UCLA Research Policy and Compliance (RPC) office, and Technology Development Group (TDG). Salary & Compensation *UCLA provides a full pay range. Actual salary offers consider factors, including budget, prior experience, skills, knowledge, abilities, education, licensure and certifications, and other business considerations. Qualifications 5 years + Proven experience working as a successful export control and trade sanctions compliance manager for a hardware or software product company. In addition to export control, compliance management experie (Required) And 3 Years + Experience in managing compliance in work environments that are either: government-funded programs, aerospace / defense manufacturing, or ISO /FDA / GMP certified (Required) Ability to perform basic legal research and independently interpret and apply laws, regulations, and policies to an assortment of compliance scenarios. (Required) Working knowledge of export control regulations (Export Administration Regulations, International Traffic in Arms Regulations and Office of Foreign Assets Control Regulations) and Foreign Trade Regulations (Required) General familiarity with U.S. and foreign patent document structure and content, application and filing processes, and best practices. (Preferred) Demonstrated experience in portfolio management of contracts, commercial agreements, compliance disclosures and mitigation plans, policies and procedures, and/or intellectual property. Experienced in handling highly confidential / sensitive documents and communications (Required) Demonstrated ability to design, develop and deliver compliance training. (Required) Ability to communicate complex information to all levels of management, partners, membership, and administrators in a clear and concise manner both written in report form and verbally in meetings and through presentations including procedures, guidelines, policies, training materials, memos, reports (Required) Demonstrates a high degree of integrity, ethics, and transparency in their work and conduct. Must have the courage to bring potential or actual compliance issues to their superiors and to protect those staff/members/partners who report the violations. (Required) Ability to gather, organize, analyze, and report on issues and recommendations that are complex in nature. Ability to apply policy and legal concepts to issues. (Required) Experience demonstrating the ability to handle multiple tasks frequently with short timelines, to prioritize and organize work and to complete assignments in a timely, accurate manner. Demonstrated ability to effectively work independently or as a team member, with minimal direction (Required) Able to work in a start-up type environment, wear multiple hats, and rollup the sleeves as needed. (Required) Experienced user of Microsoft office software suite (Word, Excel, Powerpoint, Outlook, Teams, etc), Visual Compliance, Adobe Acrobat Pro, Project Management software, Zoom or MS-Teams videoconferencing, Visio, internet, and other reporting, software, and research tools common to this role (Required) Familiarity the Dept. of Energy Office of Research, Technology, and Economic Security related terms and conditions for Institutes - Hubs as per https://ucla.box.com/v/DOE-RTES-Terms (Preferred) Education, Licenses, Certifications & Personal Affiliations Bachelor's Degree Engineering, sciences, business, operations or in a related field (Required) Special Conditions for Employment Background Check: Continued employment is contingent upon the completion of a satisfactory background investigation.
