The Colorado Public Utilities Commission (PUC) serves the public interest by effectively regulating utilities and facilities so that the people of Colorado receive safe, reliable, and reasonably priced services consistent with the economic, environmental, and social values of our state.
The Transportation Section at the PUC regulates for-hire intrastate transportation operations in the State of Colorado. The different transportation industries regulated by the Commission include common carriers (CPCNs), contract carriers, limited regulation carriers (including luxury limousines), towing carriers, household goods movers, transportation network companies (TNCs), Large-Market Taxicab Services (LMTs), and vehicle booting companies. Regulatory functions include ensuring proper permitting and financial responsibility (i.e., insurance), processing requests for operating authority, safety and enforcement, and other miscellaneous regulatory responsibilities.
Th e Transportation Customer Care Unit assists the public with explanation and assistance in understanding the permitting process, reviews applications for compliance with PUC rule requirements, and facilitates the purchasing of vehicle stamps. The Transportation Customer Care Unit provides technical assistance to customers who have scheduled meetings or walk-ins to the reception area, assists customers in choosing the proper application type based on the data provided by the customers, and applies Transportation program guidelines. This work unit manages information, including data entry, records management, E-Filings application, and document processing, and reviews documents for completeness and compliance with Commission rules, processes, and procedures. This unit reviews incoming and outgoing mail to ensure routing to the appropriate Transportation staff members.
Position : SGA 5025 & SGA 5011
This Compliance Specialist II position assists the public with ensuring the over-the-counter permitting process complies with PUC rule requirements. This position evaluates applications and supporting documents for permits and/or operating authority to ensure compliance with regulatory requirements and decides whether to issue the permit. This position processes the fees for such applications and tracks the corresponding receipts. The position works with the customer to correct application deficiencies. The position also manages information, including ensuring records are entered into internal systems completely, correctly, and in compliance with Commission rules, processes, and procedures. The position reviews information in E-Filings to ensure completeness and compliance before moving applications to the appropriate staff for rate and financial analysis. The position enters information and data into internal databases and reviews information coming out of the same databases to ensure accuracy and compliance with Commission rule requirements; works with customers who have scheduled meetings or who walk into the reception area; and assists customers in choosing the proper application type based on the data being provided by the customer and applying Transportation program guidelines. Additionally, this position educates the public and regulated entities about PUC requirements, rates, rules, and decisions in person and through the PUC's transportation call center line.
Duties include, but are not limited to:
Interacting with customers to assist in the proper preparation of permit applications and/or filings for docketed proceedings and to resolve issues;
Reviewing, analyzing, and processing hard copy and e-filed advice letters, applications, petitions, pleadings, staff-initiated actions, annual reports, Civil Penalty Assessment Notices (CPANs), formal complaints, and compliance filings, per established procedures;
Reviewing and analyzing all filings to ensure the filing has been made correctly and decide if the filing meets the required criteria as established by statute and Commission rules for the transportation carrier type;
Processing both online and hard copy applications and filings for towing carriers, household goods movers, limited regulation carriers (e.g. luxury limousines), other passenger carriers, transportation network companies, large market taxicab services, and vehicle booting companies;
Adjusting work according to changes that have occurred and accounts for changes made by statute for which Commission rules may not yet have been established;
Analyzing historic Commission information and deciding, pursuant to statute or PUC rule, if the applicant is not currently eligible for another permit;
Answering a variety of informational inquiries and providing explanations to questions or problems customers are having regarding transportation-related matters, either over the phone, via email, or in person, based on PUC rules, regulations, and procedures;
Gathering information from the customer and deciding how customer questions should be answered on topics including, but not limited to, application requirements, transportation carrier types, insurance requirements, safety rules, and Commission rules.
MINIMUM QUALIFICATIONS (MQs): Graduation from an accredited college or university with a bachelor's degree in business, communications, economics, law, psychology, public administration, or in a field of study related to the work environment; and
One (1) year of professional* experience working which must include all of the following:
Experience analyzing documents for completeness, correctness, and/or compliance with laws, rules, policies, and procedures;
Experience working according to detailed policies, procedures, and deadlines;
Customer service experience, including responding to internal and external inquiries; and/or handling and resolving customer complaints, and responding to difficult customers with tact and diplomacy.

SUBSTITUTIONS: A combination of professional* work experience as described above, which provided the same kind, amount, and level of knowledge acquired in the required education, may be substituted for the bachelor's degree on a year-for-year basis; and
A master's or doctorate degree from an accredited college or university in a field of study related to the work assignment will substitute for the experience on a year-for-year basis.
*Professional work involves exercising discretion, analytical skill, judgment and personal accountability and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is: uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications and methods.
Preferred Qualifications :
Demonstrated professional* experience working in the public sector and/or in a regulatory environment, including maintaining files, responding to telephone calls and emails, and responding to internal and external inquiries;
Demonstrated state experience compiling and analyzing data and performing data entry, including utilizing databases;
Demonstrated professional* experience working in the utilities, telecommunications, and/or transportation industries;
Demonstrated experience working with or knowledge of Colorado PUC statutes, rules and regulations;
Proficiency in Spanish (speaking, reading and writing);
Demonstrated professional* experience working with customers through direct contact (via phone, email, or in person), while reviewing and resolving inquiries in accordance with policies and procedures.

Knowledge and understanding in the use of PC software applications including Microsoft Office (Access, Word, Excel, etc.), and Google Suite (Docs, Sheets, Slides, etc).
