Contract - Senior/Programs Manager, Energy Efficiency

Hourly : $72.00 - $100.00 per hour.

Location:

Requires CA residency and on-site work in Redwood City.

Employees will be expected to travel to attend in-person meetings on at least a quarterly basis at the Peninsula Clean Energy office in Redwood City, CA. Other in-person meetings may be required.

POSITION SUMMARY

The Programs Manager, Energy Efficiency works under the direction of the Senior Director of Energy Programs at Peninsula Clean Energy (PCE) and is responsible for supporting the development and implementation of PCE's existing and future energy efficiency (EE) programs. This is an exciting opportunity to support innovation and greenhouse gas reductions with the implementation of customer programs geared at energy efficiency and electrification for both PCE's residential and non-residential customers. This person will play a leading role in growing PCE's EE portfolio over the next 5 years.
Specific responsibilities may include leading PCE's existing EE program(s), while also developing out PCE's vision for future innovative EE programming, the design of an expanded and well-balanced EE portfolio, and the eventual oversight over implementing PCE's EE portfolio.

POSITION RESPONSIBILITIES

This position requires a deep understanding of California ratepayer-funded energy efficiency programming. The ideal candidate would have several years of experience working on ratepayer-funded EE programs from both an implementation and regulatory perspective. The core responsibilities would focus on managing PCE's existing ratepayer-funded EE programs which are centered around a pay-for-performance based approach with energy savings measured at the meter (i.e., PCE's Residential and Commercial FLEXmarket Programs). In addition, the role would also be responsible for substantially growing PCE's EE portfolio over the next several years by leading PCE's Application for energy efficiency funds with the California Public Utilities Commission (CPUC) by early 2026.

We are looking for someone who is highly organized, has strong attention to detail, and able to support activities across multiple projects and teams.

Examples of Duties:

EE Portfolio Planning

Be an innovator and thought leader in developing cutting-edge EE programming in California that benefits both customers and the grid

Lead the content development of PCE's Energy Efficiency Application with the CPUC during the application drafting, as well as the review and approval process

Expand PCE's existing EE portfolio with a focus on incorporating new and cost-effective non- residential EE programs

Collaborate with other PCE team members to ensure incorporation of electrification goals and principles under PCE's EE portfolio

Put together a balanced EE portfolio that meets the requirements of ratepayer-funded EE programs per recent CPUC decisions

Conduct portfolio planning, including, but not limited to, calculation of cost-effectiveness metrics with standardized EE reporting and calculation tools

Lead EE portfolio budget planning based on a bottoms-up budgeting methodology

Engage with internal teams, as well as external stakeholders, in the development of PCE's EE portfolio

Function as the main liaison for the CPUC, other EE program administrators, and stakeholders in regard to PCE's EE programs

Existing Program Management

Directing and coordinating technical assistance consultants, program partners, and hired vendors to ensure overall program effectiveness, tracking budget, goals, and implementing process improvements.

Executing per program objectives and schedules, including tracking budget

Recommending program improvements including changes to contracts, incentives, eligibility or business processes.

Developing materials for use in internal and external presentations and meetings.

Developing and executing requests for proposals (RFPs) including defining objectives and evaluation criteria, coordinating with communications team for publication, evaluating proposals, and recommending awards.

Assisting in preparing draft collateral and website copy and working with marketing to implement materials.

Support program outreach activities not otherwise covered by marketing or government relations such as staff level engagement with public agencies on the local government solar program.

Developing and tracking performance metrics, producing projections of program impacts, and utilizing analytics tools to develop program targeting.

Drafting Board memos on energy efficiency programs.

Presenting to senior staff.

Perform other duties as assigned.

CANDIDATE QUALIFICATIONS & REQUIREMENTS

Experience/Education:

Experience – 8+ years of experience in the energy, energy efficiency, decarbonization or electrification sector. Preferred to have experience with ratepayer-funded EE programming.

Education - Equivalent of a Bachelors Degree from an accredited college or university with major coursework in engineering, environmental studies, economics/business, or another related technical/scientific field.

Knowledge of:

CPUC ratepayer-funded EE programming.

Tools, practices and methodologies used for ratepayer-funded EE programs in California, e.g. the California Energy Data and Reporting System (CEDARS).

Principles of EE cost-effectiveness requirements and related tools (e.g. the Cost Effectiveness Tool (CET)).

Pay-for-performance based EE programming, including measure-based approaches. Experience with Normalized Metered-Energy Consumption (NMEC) programs is a plus.

Principles of electric generation, and in particular decarbonization, electrification and energy efficiency.

Knowledge and experience in any of these areas is a plus: demand response programs, solar systems, energy storage, electric vehicles and charging infrastructure, micro-grids, and other innovative energy technologies.

Impact of greenhouse gas emissions and climate change in the local and global environment.

Project management basics.

Comfortable with using basic and intermediate MS Office functions, including Word, Excel, Outlook, and PowerPoint.

Willing to learn and use various internal and tools / systems (CRM tool, Project Mgmt. tool / Expense Report tool, CPUC tools etc.).

Licenses/Certificates:

Possession and continued maintenance of a valid class C California drivers license or the ability to provide alternate transportation as approved by the CEO and a safe driving record.

This position is not eligible for company benefits unless converted to FTE status. .
