ABOUT CATF Clean Air Task Force (CATF) is a nonprofit organization working to safeguard against the worst impacts of climate change by catalyzing the rapid global development and deployment of low-carbon energy and other climate-protecting technologies. This is accomplished through research and analysis, public advocacy leadership, and partnership with the private sector. CATF is highly respected for its deep expertise and research on energy and industrial systems and potential strategies, technologies, and policies that can radically shrink their impact on the planet's atmosphere. Our team of experts and advocates (and global network of subject matter experts and civil society partners) put this research and knowledge into action by designing and enacting public policies that drive toward zero emissions. We also support policies and work directly with private industry to innovate in technology to make the path to zero emissions swift and affordable. CATF has offices in Boston, Washington D.C., and Brussels, with staff working virtually around the world.
ROLE CATF is seeking an experienced and dynamic Program Director to lead our new Electricity Program. This program is central to advancing CATF's mission by supporting strategies and solutions to decarbonize the electrical sector through research, analysis, strategic thought leadership, and policy advocacy. The Program Director will be responsible for overseeing the development and implementation of a comprehensive strategy to achieve an electricity system worldwide. This role requires a deep understanding of the complexities, needs, and challenges of the electrical sector in a carbon-constrained world, including expertise on electric market regulation and market design, as well as the ability to engage and collaborate with a diverse array of stakeholders.
Key Functions and Responsibilities: Program development and strategy: Lead the design and execution of CATF's global Electricity Program, including setting clear goals, strategies, and metrics for success Develop and execute technology-neutral electric program analysis, strategic thought leadership, and policy advocacy Identify and address content and advocacy gaps within CATF's electricity sector strategy, providing technical support and thought leadership to other CATF programs, regions, and legal teams Collaborate and support other CATF programs and regions for electric sector-related activities, thought leadership, and advocacy Leadership and management: Recruit, mentor, and manage a high-performing team of experts within the program Foster a collaborative and inclusive team culture that aligns with CATF's core values of curiosity, collaboration, and persistence Ensure the effective allocation of resources to achieve program goals, including budget management and fundraising efforts Fundraising and resource development: Develop and implement a fundraising strategy, in partnership with CATF's development team, to secure financial support for the Electricity Program Cultivate relationships with existing and potential donors, including foundations, government agencies, and individual philanthropists Prepare grant proposals, reports, and presentations to communicate the program's impact and attract funding Collaborate with CATF's development team to align fundraising efforts with organizational priorities and to meet financial targets Advocacy and outreach: Represent CATF in public forums, media engagements, and policy discussions related to the Electricity Program Develop stakeholder engagement strategies based on Electricity Program strategies Advocate for relevant government standards or regulations, market design enhancements, and electricity-related technology policies Engage with energy policy and other regulatory bodies to advance Electricity Program goals Collaborate with external private sector and non-profit parties on technology development, clean energy business, and financial strategies Collaboration and support: Provide electricity sector expertise to support other CATF programs and regional teams on electricity-related activities and strategies Engage in joint projects with other CATF teams, ranging from high-level advisory work to jointly executed strategies Advanced research and analysis: Stay abreast of technical, economic and business developments in the low carbon electricity space Lead or oversee research and analysis on critical electricity system ecosystem issues, including enhancing electric system model quality, assessing climate change impacts and risks on reliability, electricity density trends, and wind wake effects on future wind generation, and more Provide technical support on key electrical power system issues, such as distributed generation economics, transmission technologies, dual land use, demand response, and energy efficiency potentials Monitoring and evaluation: Establish and oversee monitoring and evaluation frameworks to track the progress and impact of the Electricity Program Provide regular reports to CATF leadership and funders on program outcomes, challenges, and opportunities for growth Qualifications: Advanced degree in environmental science, energy policy, engineering, or a related field is preferred Approximately 10 years of experience in climate policy, energy, or environmental advocacy, with a focus on electric power Proven track record of leading and managing complex, multidisciplinary programs Experience working with government agencies, industry stakeholders, and international organizations on decarbonization initiatives Demonstrated success in fundraising, including grant writing and donor cultivation, preferably in the environmental or energy sectors Skills and Competencies: Deep understanding of the technical, economic, and policy aspects of the electricity sector Strong leadership and team management skills, with the ability to inspire and guide a diverse team Excellent written and verbal communication skills, with the ability to effectively convey complex technical information to non-expert audiences Strategic thinker with the ability to identify and capitalize on emerging opportunities in the electricity sector Commitment to CATF's mission and values, with a focus on innovative, data-driven, and pragmatic solutions to climate challenges Willingness and appetite to travel within the U.S. and globally The ideal candidate will not only be a technical and strategic expert in electric energy but also someone who aligns with and actively promotes CATF's values within their team and the broader organization.
Compensation and Location: This is a full-time, remote position flexible within the U.S. with a preference for candidates located in Washington, D.C. or Boston, Massachusetts. CATF offers an excellent benefits package and an annual salary range of $170,000 – $190,000, depending on experience.
