DIRECTOR PROGRAM PLANNING GROUP (PPG)

SUMMARY DESCRIPTION

Under supervision of the Chief Capital Projects and Facilities Management, the PPG Director is responsible to coordinate program and project activities, support document and standards management, manage post-mortem evaluations, manage master project lists and budgets, coordinate resource assignments and monitor workloads, champion technology adoption and utilization, and support the implementation of strategic initiatives identified by Facilities Management leadership.

Incumbent is responsible for development of the annual capital projects renewal plan prioritizing major maintenance projects across the entire District as well as having primary responsibility for all growth planning including enrollment forecasting, rezoning analysis, overcrowding relief, land acquisition and the planning of all new schools and facilities across the entire District.

Prepares and updates the capital improvement plan and facility plan for the district showing the type and location of needed schools and school modifications to meet expected school enrollment; provides demographic and facilities analyses as needed to respond to district needs; oversees and directs planning staff in matters concerning forecasting student enrollments, growth projections, land use and development, site inventory, procurement and sales, property management and working with developers to address school needs; assists School Planners in representing the district at public meetings involving district planning matters and responding to inquiries from other governmental agencies, the public, and district staff regarding the impacts from potential development; works with other administrators and consultants on special projects such as policies and procedures relative to school planning, zoning, and capital projects and facility related studies; high level development and updates to design and construction schedules for major projects. Schedules shall establish milestone dates to identify critical path to develop school projects to meet district needs; develops needs assessments, coordinate the creation of educational specifications, ensures program and space requirements meet educational mission for projects of all size; maintains facility planning and design philosophy, administrative guidelines, and construction standards including jurisdictional requirements and district maintenance requirements.

The incumbent will be responsible for the planning of multiple, concurrent new schools projects Additionally, the incumbent will be responsible for managing the planning, of the annual renewal program consisting of upwards of 100 smaller projects ranging from $25,000 to $5,000,000 in value. The construction value of the projects this position will be responsible for the Planning of will be in excess of $100 million annually.

Create Project Structure to ensure:

Creation of potential project lists and project prioritization.

Program progressing within the budget and timeline.

Resource utilization is done efficiently.

Risk assessment is done across the program.

Support Program level prioritization of activities.

Provide data and reports to the Leaders/management:

Centralize all information and provide data and reporting structure for the program.

Progress of the program and achievement of Milestones.

Financial Data such as budget and actual cost.

Effective Resource planning

Create a resource plan and visibility of availability for all the stakeholders.

Collect, compile, and evaluate vendor performance data.

Support resource allocations.

Create Processes and Workflows

Responsible for creating the processes and workflows along with the responsibility streamline.

Simplify communication and Team Collaboration

Champion and lead technology adoption and utilization.

Facilitate technology communication across Departments.

Knowledge Sharing

Ensure that system wide knowledge is being shared across the teams.

Create and provide access to tools, checklists, and templates.

Lead the document and standards management updates and distribution.

All the information/documents are centrally placed for the ease of the team.

EMPLOYMENT STANDARDS

Education and Experience: Any combination of education and experience that could likely provide the required knowledge and skills is qualifying. A typical way to obtain the knowledge and skills would be:

Master's degree in architecture , Engineering, Planning, Business administration, Public Administration, or closely related field.

A Project Management Professional (PMP) Certification preferred.

Five (5) years of professional experience with a professional architecture, Engineering, and/or planning firm dealing in professional design and planning, preferably in school planning, design, and construction.

A minimum of three years' experience in a supervisory position.

Knowledge of: Capital Improvement Plan development, Land development and approval processes, regional planning issues, school planning, real estate and land appraisal transactions and techniques, building project site analysis, building construction, construction contracts, building construction document coordination, building codes, building cost estimating techniques, consulting fee preparation, management principles, staff supervision and general administration. Specific regulatory and code knowledge is also critical pertaining to various Nevada Revised Statutes such as NRS 332, 333, 338 and 624 as well as key elements of OSHA and EPA regulations pertaining to noise, dust, lead and asbestos mitigation planning and design. Contract structure governed by American Institute of Architects and Construction Standards International which are regularly updated and must be maintained. International Building Codes govern the majority of project designs and formal revisions are issued every 3 years, which Incumbent must remain familiar.

Skill at: Public presentation, technical writing, data analysis, negotiating for property acquisition, dealing with public and private entities in the implementation of facility plans, construction scheduling, site investigations, planning and other preliminary building construction functions, Board reports, operating word processing hardware and familiarity with spreadsheet and presentation software and basic internet skills.

Licenses/Certificates: Possession of a valid Nevada State driver license with an acceptable driving record; professional registration in either planning (AICP), architecture (AIA), or engineering (PE) is desirable.
